深圳户籍居民，已合法取得外国国籍或者已合法取得外国、香港、澳门永久居留权。
ResidentswithregisteredresidenceinShenzhenhavelegallyacquiredforeignnationalityortherightofpermanentresidenceinforeigncountries,HongKongandMacao.
ApplyinpersontotheExitandEntryAdministrationBureauofShenzhenPublicSecurityBureau;Forthoseundertheageof16,theirparentsmustapplytotheExitandEntryAdministrationofShenzhenPublicSecurityBureauandsubmittheirbirthcertificate(orlegaldocumentsprovingkinship)andguardian'sidentitycardandphotocopy;Iftheparentsaredivorced,thelegalguardianofthechildmustapplyatthesceneandsubmitthebirthcertificate(orthelegaldocumentprovingthekinship),theagreementonthecustodyofthechild(orthelegaldocumentprovingthecustodyofthechild)andtheguardian'sidentitycardandphotocopy;Duringtheepidemic,ifIcannotenterthecountrybecauseIamabroad,IcanentrustmyrelativesandfriendsinChinatohandleitonbehalfofme,andsubmitthenotarizedoriginalpowerofattorneyandtheIDcardandcopyoftheagent.Whensubmittingthematerialsonthescene,Ineedtoverifythesituationwithmyvideo.Fortheapplicationhandledonbehalfoftheapplicant,theacceptingauthoritymayrequesttomeettheapplicantandmakenecessaryinquiriestotheapplicantwhenitdeemsnecessary.

Iftheapplicantwhohandlesthehouseholdadministrationbusinessinourcitycannotbepresentinpersonduetospecialcircumstances,he/shecansubmittheapplicationthroughthe"ShenzhenPublicSecurity-GovernmentAffairsService-EntrustedHandling"column,andtherelevantbusinesscanbehandledbyothers.Thesametrusteeshallnotbeauthorizedmorethan5timesinayear.Applicantsforresidentidentitycardbusinessmustbeatleast16yearsold,andapplicantsforotherbusinessesmustbeatleast18yearsold;Thetrusteemustbeatleast18yearsold.
Aftertheapplicationissuccessful,thesystemwillautomaticallygeneratetheacceptancenumberoftheentrustedagent.Afterthetrustororthetrusteehassuccessfullymadeanappointmentinthe"HouseholdAdministrationReservation"column,thetrusteecanbringhis/herresidentIDcard,relevantbusinessmaterialsandtheacceptancenumberoftheentrustedagenttothecorrespondingresidenceadministrationcounterforprocessing.
