Theyear2022marks40yearsofdiplomaticrelationsbetweentheRepublicofVanuatuandPeople'sRepublicofChina.Thediplomaticagreementwassignedandsealedbyourtwonations40yearsagoin1982,andsincethenthispartnershiphasbroughtmanyachievementsintermsoftechnicalcooperationandfinancialassistancefromChinatoVanuatu.
2022年是中华人民共和国和瓦努阿图共和国建交40周年。两国于40年前的1982年正式签署协议建立外交关系，此后，两国的科技合作硕果累累，中国也为瓦努阿图提供了诸多经济援助。
Eversincetheestablishmentofdiplomaticties,tirelesseffortsandcooperationendeavorshavebeenmadebybothgovernmentstopromotetheprosperityofthetwocountriesandthewell-beingofourpeoples.Overthepast40years,infieldssuchasconsularservices,fisheries,infrastructure,civilaviation,investment,e-commerceandtechnology,fruitfuloutcomeshavebeenproducedvialong-termcooperation,facilitatingtheeconomicdevelopmentofbothcountriesandbenefitingourpeople.
建交以来，两国政府都不遗余力地合作，促进两国的繁荣发展并努力提高人民的生活水平。在过去的40年中，双方在领事服务、渔业、基础设施、民航、投资、电子商务和科技等领域的长期合作取得了丰硕成果，促进了两国经济发展，造福了两国人民。

TheChina-Vanuaturelationshipisatitsbestpointinhistory,andwillremainamicableandrobustfortheforeseeablefuture,servingasamodelforrelationsbetweenChinaandPacificislandcountries.Thepast40yearsofdiplomatictiestellusthatflourishingrelationsarerootedincommitmenttomutualrespect,equalityandtrust.AsatrustworthyfriendandpartnerofVanuatu,ChinahasplayedavitalroleinVanuatu'seconomicandsocialdevelopment,especiallythroughtheframeworkoftheBRI.
当前，中瓦关系正处在历史最好时期。在可预见的未来，这种友好坚实的双边关系仍将持续，为中国与太平洋岛国的关系树立典范。过去40年的外交关系发展告诉我们，双边关系的蓬勃发展是基于相互尊重、平等和互信基础之上的。作为瓦努阿图值得信赖的朋友和伙伴，中国在瓦努阿图的经济和社会发展中起到了至关重要的作用，在“一带一路”倡议的框架下尤为如此。
Withthejointpursuitofthegreatergoodforpeoplesandcountries,theinitiativeproposedbyPresidentXiJinpingin2013hasalreadyyieldedstrongresultsinVanuatu,enhancingconnectivityandpracticalcooperationbetweenbothstates.ThecompletionoftheNationalSportsComplexintheKormanAreaandthesuccessofthe2017PacificMiniGamesaretestamenttothehardworkofChineseandNi-Vanuatuworkers.
与中国一样，瓦努阿图也怀有更好地造福国家和人民的愿望。习近平主席在2013年提出的“一带一路”倡议已经在瓦努阿图取得了积极成果，增强了两国间的互联互通与务实合作。在科尔曼地区建成的国家体育馆和2017年太平洋迷你运动会的顺利召开都是中国和瓦努阿图建设者辛勤工作的证明。

中国有句话，“要想富，先修路”。中国政府帮助瓦努阿图在塔纳岛和马勒库拉岛新建公路，为当地居民创造了诸多工作岗位和机遇。在教育方面，马拉波阿学院在中国的援助下开展了扩建项目，极大地改善了在校师生的工作和学习环境。学生交换项目进一步夯实了两国青年间的友谊。

疫情期间相互支持
Asoneofthegravestpandemicsthathumanityhaseverexperienced,COVID-19posesagreatthreattopeoplearoundtheglobe.Inthefaceofthevirus,themutualsupportbetweenChinaandVanuatuhasdemonstratedastrongbrotherhoodandcorrespondstotheverymeaningof"buildingacommunitywithasharedfutureformankind."
作为人类有史以来所经历的最为严重的全球大流行病之一，新冠肺炎疫情为世界各地的人们带来了重大挑战。中瓦在疫情中的相互支持彰显了两国间坚实的兄弟情义，也与“建设人类命运共同体”的理念相契合。

在中国疫情最艰难的时期，瓦努阿图政府和人民坚定与中国站在一起，反对针对华人的歧视和仇视，并为中国捐款1000万瓦图（约合87,573美元）。
LaterwhenCOVID-19becameaglobalpandemic,thecentralgovernmentofChinaprovidedtimelyassistanceinreturn,providingover150millionVatu($1.3million)tocatertotheimmediateneedsoftheVanuatugovernmentanditspeopleintheformofcash,facemasks,protectivesuitsandotherPPE,ventilators,bloodgasanalyzers,otherICUequipment,coronavirustestingkits,isolationwardsandlaboratories,boats,ironrooves,solarlights,foodandotherdisasterreliefassistance.
新冠肺炎疫情演变为全球大流行病后，中国政府也为瓦努阿图提供了及时的援助作为回馈，其中包括现金、口罩、防护服和其他个人防护设备，呼吸机，血气分析仪，其他重症监护设备、新冠测试盒、隔离病房和实验室、船只、铁质屋顶、太阳能灯、食物以及其他抗疫物资，总价值超过1.5亿瓦图（约合130万美元）。

除提供医疗物资外，中国还派出两支医疗队至维拉港和卢甘维尔开展工作，与瓦努阿图的同事并肩战斗在抗疫第一线。

Asanislandnation,Vanuatu,alongwithotherPacificislandcountries,isseverelyconcernedwiththemaritimeenvironmentandclimatechange.Inordertoprotecttheoceanenvironment,acceleratetheimplementationofthe2030AgendaforSustainableDevelopment,andpursuemorerobust,morebalancedandgreenerglobaldevelopment,VanuatuwelcomestheGlobalDevelopmentInitiative(GDI)proposedbyPresidentXiJinpingatthegeneraldebateofthe76thsessionoftheUNGeneralAssemblyandismorethanhappytoalignwiththePacificRoadmapforsustainabledevelopmentandthe2050StrategyfortheBluePacificContinent.Bydoingthis,I'mconfidentthatwewillusherinaneweraofbalanced,coordinated,inclusiveandgreenereconomicgrowth.
瓦努阿图作为一个岛国，与其他太平洋岛国一样，对海洋环境和气候变化问题有着严重关切。为保护海洋环境，加快《2030年可持续发展议程》的落实并推进更加强劲、均衡和环保的全球发展，瓦努阿图对习近平主席在第76届联合国大会一般性辩论中所提出的“全球发展倡议”表示欢迎，并愿意按照太平洋可持续发展路线图和“蓝色太平洋2050战略”的目标采取行动。通过这样的努力，我相信我们定将开启一个平衡、协调、包容和更加环保的经济发展新时代。

AbidingbytheUNCharter,VanuatuwillworkwithChinatoupholdtheinternational-law-basedworldorderwiththeUNCharteratitscore,andtoenhancecommunicationandcollaborationwithintheUNframeworkandothermultinationalinstitutionsinresponsetotopicssuchasclimatechangeandtheimplementationofthe2030AgendaforSustainableDevelopment.
在《联合国宪章》的指引下，瓦努阿图将同中国一道维护以国际法为基础、以《联合国宪章》为核心的国际秩序，并在联合国和其他多边组织框架内加强交流与合作，以应对气候变化等问题，并推进落实《2030年可持续发展议程》。

在这样的背景下，我衷心希望并相信中瓦两国关系将继续在互相尊重与合作的基础上保持稳定发展并不断取得成功，尤其是在后疫情时代。瓦努阿图政府期待着同中国在全面战略伙伴关系下密切合作，共同规划前进道路并促进后疫情时代的经济社会复苏。
