Article2ThefollowingobjectsshallbesubjecttoquarantineinaccordancewiththeprovisionsoftheLawontheEntryandExitAnimalandPlantQuarantineandthoseoftheseRegulations：
（2）Containers，packagingmaterialsandbeddingmaterialsusedforcarryinganimalsandplants，theirproductsorotherquarantineobjects；
Article3ThedepartmentofagricultureadministrationundertheStateCouncilshallbeinchargeoftheentryandexitanimalandplantquarantineinthewholecountry.
TheStateBureauofAnimalandPlantQuarantineshallestablishportanimalandplantquarantineorgansinopenportsandatplaceswherethereisconcentrationofentryandexitanimalandplantquarantineoperations，andperformentryandexitanimalandplantquarantineaccordingtotheprovisionsoftheLawontheEntryandExitAnimalandPlantQuarantineandtheseRegulations.
（1）TheStateCouncilmaytakecontrolmeasuresintheborderregionsconcernedandmay，whennecessary，orderthebanofentryofmeansoftransportfromtheanimalandplantepidemicareaorsealtheportsconcerned；
（2）ThedepartmentofagricultureadministrationundertheStateCouncilmaypublishcataloguesofanimalsandplants，theirproductsandotherquarantineobjectstheentryofwhichshallbebannedfromthecountryorregionwherethereisananimalorplantepidemic；
（3）TheportanimalandplantquarantineorgansconcernedmaytakeemergentquarantinemeasureswithregardtotheentryobjectslikelycontaminatedbyepidemicsorpestsaslistedinArticle2oftheseRegulations；and
Article8UnitsandindividualsthatmakeoutstandingachievementsintheimplementationoftheLawontheEntryandExitAnimalandPlantQuarantineandtheseRegulationsshallberewarded.
ChapterIIExaminationandApprovalofQuarantineInspection
Article10Proceduresofexaminationandapprovalofquarantineinspectionforimportmaybeprocessedwhenthefollowingconditionsaresatisfied：
（1）Theexportingcountryorregionhasnoseriousanimalorplantepidemic；
Article11Proceduresofexaminationandapprovalofquarantineinspectionshallbecompletedbeforethesigningofthetradecontractsoragreements.
Article15Ifanyofthefollowingcircumstancesoccursafterthecompletionoftheformalitiesofexaminationandapprovalofquarantineinspection，theconsignor，ownerorhisorheragentshallonceagainapplyfortheexaminationandapprovalofquarantineinspection：
（1）Changeincategoryorquantityofentryobjects；
（2）Changeintheexportingcountryorregion；
（3）Changeinportofentry；or
ChapterIIIEntryQuarantine
Article16ThequarantinerequirementsprescribedbyChina'slawreferredtoinArticle11oftheLawonEntryandExitAnimalandPlantQuarantinemeanthequarantinerequirementsprescribedbyChina'slaws，administrativeregulationsandthedepartmentofagricultureadministrationundertheStateCouncil.
Article18Fortheimportofanimalsorplants，theirproductsorotherquarantineobjects，theownerorhisorheragentshallapplytotheanimalandplantquarantineofficeattheplaceofentrybeforeentryoruponentryforquarantine.InthecaseofquarantinetobeconductedawayfromtheCustomssupervisionandcontrolarea，theownerorhisorheragentshallnotifytheanimalandplantquarantineofficeattheportconcerneduponarrivalofthesameatthedesignatedplace.InthecaseofgoodsbeingshippedtoanotherCustomsarea，theownerorhisorheragentshall，uponentry，submitAdeclarationtotheanimalandplantquarantineofficeattheportofentry，andshallsubmitthesametotheportanimalandplantquarantineofficeatthedesignatedplaceforquarantineuponarrivalofthesameatthedesignatedplace.
Fortheentryofpackagingmaterialsorbeddingmaterialsofthenatureofanimalorplant，theownerorhisorheragentshallsubmitthedeclarationtotheportanimalandplantquarantineofficeintime；theanimalandplantquarantineofficemayperformquarantineofthedeclaredobjectsinthelightofspecificconditions.
Thepackagingmaterialsorbeddingmaterialsofthenatureofanimalorplantreferredtointheaforesaidparagraphmeantheanimalproducts，plantsorplantproductsuseddirectlyaspackagingmaterialsorbeddingmaterials.
Article22Quarantinefunctionariesshallperformon-the-spotquarantineaccordingtothefollowingprovisions：
（4）Forpackingandbeddingmaterialsofthenatureofanimalsorplants：Checktoseewhethertheycarrydiseasesorinsectpests，aremixedwithconcealedweedseedsorcarrysoilwiththem，andcollectsamplesasprescribed.
（5）Forotherquarantineobjects：Checktoseewhetherthepackingareinperfectconditionandwhethertheyarecontaminatedbydiseasesorinsectpests.Ondiscoveryofbreakageorcontaminationbydiseasesorinsectpests，treatmentfortheremovalofharmfuleffectsshallbecarriedout.
Article23Inspectionshallbecarriedoutatdifferentlevelsofbulkanimalandplantproductscarriedbyshipsortrains；inabilitytocarryouton-the-spotinspectioninviewoflimitedstoragefacilitiesattheportortherailwaystation，thegoodsmaybeunloadedandtransportedtothedesignatedplaceforstoragewiththeconsentoftheportanimalandplantquarantineoffice.Ondiscoveryofepidemicintheprocessofunloading，theunloadingoperationshallbesuspendedforthwith，andtheownerorhisorheragentshallcarryouttreatmentfortheremovalofharmfuleffectsfromtheloadedandunloadedgoodsinaccordancewiththerequirementsoftheportanimalandplantquarantineoffice.
Article26Theimportedanimalsandplants，animalandplantproductsandotherquarantineobjectsshallbequarantinedinaccordancewiththenationalorindustrialstandardsofChinaortherelevantprovisionsoftheStateBureauofAnimalandPlantQuarantine.
Article28Forimportanimalsorplants，theirproductsorotherquarantineobjectsthatfailtopassquarantine，theportanimalandplantquarantineofficeshallissuea“quarantinetreatmentnotice”，notifyingtheownerorhisorheragenttocarryouttreatmentfortheremovalofharmfuleffectsunderthesupervisionantechnicalguidanceoftheportanimalandplantquarantineoffice；theportanimalandplantquarantineofficeshallissuequarantinecertificatesforthoseseekingclaimsfromforeignexporters.
ChapterIVExitQuarantine
Article31Theownerorhisorheragentshallprovidethetradecontractoragreementwhengoingthroughtheformalitiesofapplicationforexitquarantineinspectionofanimalsorplants，theirproductsorotherquarantineobjectsaccordingtolaw.
Article32IftheimportingcountryrequiresChinatoregistertheproduction，processingandstockpilingunitsengaginginexporttotheircountryofanimalsorplants，theirproductsorotherquarantineobjects，theportanimalandplantquarantineofficemaypracticeregistrationandreporttotheStateBureauofAnimalandPlantQuarantinefortherecord.
Exitplants，animalorplantproductsandotherquarantineobjectsawaitingquarantineinspectionshallbecompleteinquantity，withperfectpacking，neatpilingandprominentmarks.
（1）provisionsrelatingtoanimalandplantquarantineoftheimportingcountriesorregionsandChina；
（2）bilateralquarantineagreements；
RegulationsfortheImplementationoftheLawofthePeople'sRepublicofChinaonEntryandExitAnimalandPlantQuarantine
（3）quarantinerequirementsclearlydefinedinthetradecontracts.
