留学生奖惩条例（试行）

RewardsAndPunishmentsystemagainstForeignStudents（fortrialimplementation）

一、总则

GeneralPrinciples

第一条为维护正常的教育教学和生活秩序，加强校风校纪建设，保障留学生身心健康，促进留学生全面发展，特制定本条例。

Article1Theserulesarecreatedformaintaininganormalteachingandlivingorder,buildingschoolenvironment,guaranteeingforeignstudents’welfareandpromotingtheirall-rounddevelopment.

第二条本条例适用于我校在籍的全日制留学生。

Article2Theserulesareapplicabletothefull-timeforeignstudents.

二、处分的种类和运用

第三条对有违法、违规、违纪的留学生，学校根据其情节轻重、认错态度、悔改表现等，给予批评教育或者纪律处分。

Article3Foreignstudentswhoviolatelaws,rulesordisciplines,aretoreceivecriticismordisciplinarypunishmentaccordingtotheirattitude.

第四条纪律处分的种类分为：（一）警告；（二）严重警告；(三)记过；（四）留校察看；（五）开除学籍。

Article4Disciplinarypunishmentisclassifiedinto“warning”,“seriouswarning”,“recorddemerit”,“underobservation”,“expelled”.

第五条有下列情况之一，可以从轻处分：

Article5Punishmentcanbealleviatedforthefollowingpersons:

(一)在规定期限内主动去有关部门承认错误并如实交代错误事实，及时悔改，态度较好者。

Forthosewhoadmittheirviolatingbehaviorsandgiverepentancewithgoodattitudeintime.

(二)主动检举、揭发他人的违纪行为，积极协助学校或有关部门处理问题者。

Forthosewhoexposeothers’violatingbehaviorsandgiveschoolassistance.

(三)有突出立功表现者。

Forthosewhomakeclearcontributions

(四)平时一贯表现优秀，违纪属初犯，违纪后能迅速挽回损失并坚决改正者。

Forthosewhoaregoodforeignstudentsandmakethefirstviolatingbehaviorandcanmakeupforthelosswithastrongpromising.

(五)被他人胁迫或诱骗参加违纪行为者。

Forthosewhoareintimidatedorinducedtomaketheviolatingbehaviors

(六)在违纪行为过程中主动放弃违纪行为并积极防止不良后果发生者。

Forthosewhocutoffviolatingbehaviorsandpreventthebadresultpositively.

第六条凡受警告以上处分者，当年不得参加奖学金的评定和享受其他荣誉待遇。

Article6Foreignstudentsgiven“warning”orhigher-levelpunishmentaredeprivedoftheprivilegeofobtainingscholarshiporotherhonors.

三、违纪行为和处分

ViolatingBehaviorsandPunishmentsCategory

第七条对违反我国法律、法规或受我国司法部门或其他执法部门处罚者，视情节轻重，分别给予下列处分：

Article7ThosewhoviolatingChineselawsandrulesorotherjudicialstipulationsaregiventhefollowingpunishmentrespectively:

(一)触犯我国刑法、被依法追究刑事责任者，给予开除学籍处分。

Thoseforeignstudentswhoviolatecriminallawandareimposedcriminalresponsibilityareto“expelled”.

(二)因犯罪已被我国司法机关立案侦查，犯罪事实清楚，但因种种原因被免于刑事处罚或免于起诉者，给予留校察看处分。

Thoseforeignstudentswhoareregisteredbyjudicialorganswithobviouscriminalfactbutarefreeofpunishmentandprosecution,aretobegiven“underobservation””

(三)违反《中华人民共和国治安管理处罚条例》，被公安机关处以警告、罚款者，情节较轻，给予警告或严重警告处分；情节严重，给予记过或留校察看处分。

ThoseforeignstudentswhoviolateRegulationsonAdministrativePenaltiesforPublicSecurityareimposed“warning”orpenaltybypublicsecurityorgans,aregiven“warning”or“seriouswarning”ifthebehaviorislight,andaregiven“recorddemerit”or“underobservation”ifthebehaviorisserious.

(四)违反《中华人民共和国治安管理处罚条例》，被公安机关处以拘留者，给予开除学籍处分。

Thoseforeignstudentswhoareimposedcustodybypublicsecurityorgansare“expelled”.

第八条扰乱学校正常教学、工作、生活秩序；扰乱课堂、宿舍、食堂、礼堂、体育场所或其他公共场所秩序；不服从工作人员的正常管理或刁难、辱骂、围攻管理人员；故意在校园内敲击摔砸酒瓶等物品；在学生宿舍区、课堂、饭堂、活动中心等公共场所乱喊乱叫、乱泼污水或用手电筒乱照等；有上述行为之一者，视情节轻重给予以下处分：

Article8Disorderingtheteaching,workingorliving,destroyingthepublicorderinclassroom,canteenroom,dormitory,auditorium,stadiumorothers;disobeyingevenoffendingtheadministrator;breakingbottlesonsomeofapurpose;makingnoiseorrubbishinpublicplace.Punishmentwillbegivenontheleveloftheaboveviolatingbehaviors.

(一)情节较轻，未造成大的后果和影响者，给予警告或严重警告处分。

“Warning”or“seriouswarning”isgivenwhenthebehaviorislight

(二)情节较重，影响较恶劣者，给予记过或留校察看处分。

“Recorddemerit”or“underobservation”isgivenwhenthebehaviorisworseandhasgotworseeffects.

(三)情节严重，影响十分恶劣，给予开除学籍处分。

“Expelled”isgivenwhenthebehaviorisseriousandhasgotworsteffects.

第九条故意撕毁学校各级组织的通告、布告，破坏学校宣传设施者，给予警告或严重警告处分；成立非法组织，举行非法游行、集会，书写、张贴危害我国国家安全的传单及组织煽动闹事，扰乱社会和学校秩序者，视情节轻重，给予开除学籍处分并交公安机关处理。

Article9“Warning”or“seriouswarning”isgiventothosewhoonpurposedestroyannouncements,bulletinsorotherpropagandas;“expelled”isgiventothosewhomakeillegalorganizations,parades,assembly;disseminateillegalleaflets;anddestroypublicorder.Ifthebehaviorisserious,thepublicsecurityorganistobeengagedin.

第十条对偷窃、骗取、抢夺、敲诈勒索、冒领、非法占有我国国家、社会、集体和他人财物者，除追回赃款、赃物或赔偿损失外，视情节轻重、涉及金额大小，分别给予下列处分：

Article10Thosewhoareengagedinburglary,deception,plunder,racketeering,orillegaloccupationmustmakeupfortheloss,andaregiventhefollowingpunishments:

(一)涉及金额在500元以下，给予记过以上处分。“Recorddemerit”oraboveisgiventothoseinthecase500RMBless

(二)涉及金额达500元以上，或屡教不改

“Expelled”isgiventothosewhoneverdisobeyorinthecaseofabove500RMB.

(三)经公安机关或保卫部门确认为撬窃者，给予开除学籍处分。

“Expelled”isgiventothosewhohaveunlockedthedoortomakeburglary.

(四)明知是赃物而购买者，没收赃物，并给予严重警告处分。

“Seriouswarning”isgiventothosewhobuythieveries.Thieveriesareconfiscated.

(五)为偷窃、诈骗提供消息或工具，或进行掩盖、提供伪证、知情不举，或参与窝赃、销赃等活动者，给予留校察看处分。

“Underobservation”isgiventothosewhoprovideconvenienceandshieldtoburglary.

(六)对团伙作案为首者在以上处分基础上加重一级处理，直至开除学籍。

Theheadofthecriminalgroupisgivenamoreseriouspunishmentuntil“expelled”isapplicable

(七)偷窃公章、保密文件、档案等物品未造成严重后果者，给予留校察看处分；情节恶劣、造成严重后果者，给予开除学籍处分。

“Underobservation”isgiventothosewhostealcachet,secretdocument,andarchivesifnoseriouseffectoccurs;ifnot,“expelled”isapplicable.

(八)伪造、涂改证件或假冒身份进行诈骗行为者：

Forging&alteringcredentialsorbluffing

1.未遂者给予严重警告处分；

“Seriouswarning”isgivenwhenthecrimeisabortive.

2.造成后果者给予记过以上处分。

“Recorddemerit”isgivenwhenthecrimeissolid.

第十一条对策划、肇事、打人、打架斗殴，以及为上述行为做伪证或提供凶器者，除负担伤者的医药等费用外，视情节与后果轻重，给予以下处分：

Article11Offighting:

（一）策划者

I.Organizer

1、策划他人打架未造成后果者，给予记过处分；

“Recorddemerit”isgiventothosewhoinstigateotherstofightifnoaftereffectoccurs.

2、策划他人打架并造成后果者，给予留校察看处分；

“Underobservation”isgiventothosewhoinstigateotherstofightifaftereffectoccurs.

3、造成严重后果者（指严重伤人或财产严重损失，以下同），给予开除学籍处分。

“Expelled”isgiventothosewhocausebadeffects.

（二）对煽动他人打架，尚未造成打架后果者给予警告或严重警告处分；已造成打架，但后果较轻，给予记过以上处分。后果严重的，给予留校察看或开除学籍处分；

II.“Warning”&“seriouswarning”isgiventothosewhoinstigateothersbutfailatlast.“Recorddemerit”orabovepunishmentisgivenwhenfightoccursbutwithoutseriouseffect.“Underobservation”or“expelled”aregiventothosewhocauseseriousconsequences.

（三）肇事者（不守秩序、不听劝阻，用语言挑逗或用各种方式挑起事端等）

III.Peacebreaker

1、虽未动手打人，但用言词污辱或其他方式触及他人，引起事端或激化矛盾，造成打架后果者，给予警告处分；

“Warning”isgiventothosewhoonlysayinsultingwordsandleadtothefight.

2、动手打人未造成他人伤害者，给予严重警告处分；

“Seriouswarning”isgiventothosewhofightnothurtotherpersons.

3、动手打人致他人一定程度伤害后果者，给予记过或留校察看处分；

“Recorddemerit”or“underobservation”isgiventothosewhohurtotherstosomeextent.

4、动手打人造成重伤等严重后果者，给予开除学籍处分。

“Expelled”isgiventothosewhohurtothersseriously.

（四）参与打架者

IV.Ofparticipators

1、参与打架者，给予警告处分；

“Warning”isgiventothoseparticipators.

2、动手打人，未造成他人伤害者，给予严重警告处分；

“Seriouswarning”isgiventothosewhofightbutnothurtothers.

3、动手打人致他人伤害者，给予记过或留校察看处分；

4、动手打人造成严重后果者，给予开除学籍处分；

5、以“劝架”为由，偏袒一方，促使打架事态发展并造成后果者，给予严重警告处分。

“Seriouswarning”isgiventothosewhohelponeoftheparticipatorswithanexcuseofreconciling

第十二条凡以任何形式参与赌博或为赌博提供条件者，除收缴赌资、赌具外，视情节轻重及认错态度，分别给予下列处分：

Article12Ofgamblers

(一)首次参与赌博者，给予严重警告处分。

“Seriouswarning”isgiventothosewhogambleforthefirsttime.

(二)知情不报者，给予严重警告处分。

“Seriouswarning”isgiventothosewhoknowbuthidethetruth.

(三)对重犯、屡犯者，给予留校察看以上处分。

“Underobservation”oraboveisgiventothosewhogamblerepeatedly.

(四)因赌博引起打架、斗殴或造成其他严重后果者，给予开除学籍处分。

“Expelled”isgiventothosewhogambleandcauseotherbadeffects.

(五)对在留学生宿舍内聚众赌博、赌资数额较大，情节严重，影响很坏者，给予开除学籍处分。

“Expelled”isgiventothosewhogambleinthedormswithalargeamountofmoney.

(六)赌博组织者在以上处分基础上加重一级处理，直至开除学籍。

Moreseriouspunishmenteven“expelled”isgiventothosewhoorganizegambling.

第十三条无故缺课，不按时归校及学期结束前未经允许提前离校者，将受到如下处分：

Article13Foreignstudentwhoisabsentwithoutpermissionordoesn’treturntotheCollegeontime,orleavesschoolwithoutpermissionbeforeclassesareofficiallyover,he/sheshallbesubjectedtothefollowingpunishments:

1、累计达10学时者，给予警告处分；

“Warning”isgiventothosewhoareabsentfor10ormorestudy-hours.

2、累计达20学时者，给予严重警告处分；

“Seriouswarning”isgiventothosewhoareabsentfor20ormorestudy-hours.

3、累计达30学时者，给予记过处分；

“Recorddemerit”isgiventothosewhoareabsentfor30ormorestudy-hours.

4、累计达40学时者，给予留校察看处分；

“Underobservation”isgiventothosewhoareabsentfor40ormorestudy-hours.

5、累计达50学时者或未请假离校连续两周而未参加规定的教学活动的，予以退学。

“Expelled”isgiventothosewhoareabsentfor50ormorestudy-hours,orstayawayfromtheschoolfor2weekswithoutpermission.

第十四条对在考试、考查中有违纪和作弊行为者,给予留校察看处分。

Article14“Underobservation”isgiventothosewhohasViolatingbehaviorduringexaminations

第十五条对违反学校宿舍管理有关规定者，视情节轻重，给予以下处分：

Article15Ofviolatingbehaviorindorms

(一)在个人房间内使用可能给公共安全带来隐患的各种电炉、电热杯、电火锅、电炒锅、热得快、电熨斗、电热毯、电吹风、煤油炉、酒精炉等电热设备或其他用具，经批评教育不改者，给予警告处分；造成严重后果者，给予严重警告以上处分。造成责任事故的，给予记过以上处分，情节严重者开除学籍处分

“Warning”，“seriouswarning”or“recorddemerit”isgiventothosewhomakenoiseduringresttime,anddon’tobeytheinstructions.

(三)擅自留宿外人，给予警告以上处分。留宿异性，给予留校察看以上处分。在异性宿舍留宿的，给予留校察看以上处分；

“Warning”oraboveisgiventothosewhoaccommodateoutsiders.“Underobservation”oraboveisgiventothosewhoaccommodatetheoppositesex.“Underobservation”oraboveisgiventothosewhostayovernightinroomoftheoppositesex.

(四)对因吸烟、使用蜡烛或其他原因引起火险、火灾者，除赔偿经济损失外，给予严重警告处分；对造成严重后果者，给予留校察看以上处分。情节严重者开除学籍处分。

“Seriouswarning”withcompensationisgiventothosewhocausefirethroughsmokingorcandle.Ifbadeffectoccurs,“underobservation”oraboveisgiven.“Expelled”isgivenifcausingseriousconsequences.

(五)对挪动或破坏消防器材、应急灯，私改电路等行为者，给予严重警告或记过处分；对造成严重后果者，给予留校察看以上处分。情节严重者开除学籍处分。

“Seriouswarning”or“recorddemerit”isgiventothosewhodestroyfire-controlequipmentsorremoveelectricwires.Ifbadeffectoccurs,“underobservation”oraboveisgiven.“Expelled”isgivenifcausingseriousconsequences.

第十六条应当在校居住的留学生未经学校批准夜不归宿，给予警告或严重警告处分。未经批准擅自在校外租房居住的，给予严重警告处分并勒令其立即搬回学校；

Article16“Warning”or“seriouswarning”isgiventothosedon’taccommodateinthedormwithoutpermission.“seriouswarning”andareturningorderisgiventothosewhorentoutside.

第十七条对酗酒滋事、扰乱正常校园秩序者，视情节轻重，给予以下处分：

Article17Ofdrinkcontrol

(一)在校内酗酒，经教育仍不改者，给予警告或严重警告处分。

“Warning”or“seriouswarning”isgiventothosewhodrinkintheschoolanddon’tgiveupafterinstruction.

“Seriouswarning”oraboveisgiventothosewhodisorderthepublicafterdrink

第十八条有吸毒、介绍他人吸毒、贩毒行为者，给予开除学籍处分。

Article18Anyforeignstudentswhotakeortraffickingdrugsorseduceotherstotakedrugsshallbeexpelledfromschool.

第十九条凡在校园内或校外实习、见习、生活、活动场所，违反爆炸、易燃、剧毒、放射性等危险物品管理规定，私自藏匿并使用上述危险物品，或燃放烟花爆竹、焚烧物品、乱扔玻璃瓶、水袋、火棒等危险物品，扰乱学校正常秩序，危及公共安全者，除赔偿经济损失外给予严重警告或记过处分。造成后果的，视程度给予留校察看以上处分。

Article19Anyforeignstudentswhoareinviolationofregulationsconcerningthecontrolofdangerousobjectssuchasexplosives,deadlypoisons,combustiblesandradioactiveelementsorhideoruseaboveobjectsorfirecrackworks,itemsanddumpglassbottles,waterbagsorburningstickshenceincitingsocialdisturbancesandimperilingpublicsecurityshallbegivenseriouswarningorrecordingdemerit，besidespayingfortheeconomicloss.Theyshallbeunderobservationaccordingtotheresults.

第二十条对利用计算机网络进行违纪者，给予以下处分：

Article20Anyforeignstudentsinviolationsofregulationsthroughcomputerandnetworkshallbegivenpunishmentasfollows:

（一）对利用计算机信息网络制作、复制、发布、传播含有下列信息内容者，视情节轻重，给予警告以上处分：

Foreignstudentswhomakeuseofcomputerinformationnetworktoproduce,copy,andpublicorspreadanycontentsinthefollowinglistshallbegivenwarningormoreseriouspunishmentaccordingthesituation.

1、危害我国国家安全，泄露国家秘密，颠覆国家政权，破坏国家统一；

Endangeringthenationalsecurity,revealingstatesecrets,overthrowingsovereignofthestate,orbreachingtheunitofthestate.

2、故意篡改我国国家、部门和企事业单位的计算机数据库信息；

Alteringonpurposethecomputerdatabaseinformationofthestate,departmentsandcorporations.

3、损害我国国家、集体荣誉和利益；

Doingharmtothehonorandtheinterestsofourcountryandgroup.

4、煽动我国民族仇恨、民族歧视、破坏民族团结；

Agitatingracialhateandracialdiscriminationandbreachingracialunitinourcountry.

5、破坏我国宗教政策，宣扬邪教和封建迷信；

Breakingthereligiouspolicyofourcountryandpreachingevilreligionandsuperstition.

6、散布谣言，扰乱学校和社会秩序，破坏社会稳定；

Bruitingrumors,disturbingtheorderofschoolandsociety,anddestroyingsocialstability.

7、宣扬色情、赌博、暴力、凶杀、恐怖或者教唆犯罪；

Propagatinganythingofpornography,gamble,violence,homicideorterror,andinstigatingcrime.

8、侮辱或者诽谤他人，侵害他人合法权益；

Insultingordefamingothers,orinfringinglegitimaterightsandinterestsofothers.

9、含有我国法律、行政法规禁止的其他内容。

Anyothercontentsprohibitedbylawsandadministrativeregulationsofourcountry.

（二）制造、故意输入、传播计算机病毒，危害学校和社会计算机信息系统和网络系统安全并造成后果者，视后果严重程度，给予严重警告以上处分。

Foreignstudentswhoprogram,inputandspreadvirusonpurpose,henceimperilingcomputerinformationsystemandnetworksystemandcausinganyresultsshallbegivenseriouswarningormoreseriouspunishmentaccordingtotheconsequence.

ForeignstudentswhotakeunlawfullyrelevantdocumentaddressofotherpeopleandcausebasresultsshallbepunishedseverelyinaccordancewiththefirsttwoitemsofArticle29.

（四）对其他违反国家计算机网络管理规定者，给予警告以上处分。

Foreignstudentswhoviolatenationaladministrativestipulationsoncomputernetworkshallreceivewarningormoreseriouspunishment.

第二十一条对收（观）看、复制（含制作）、传播、出售、出租含有淫秽、封建迷信、邪教内容的书刊、图书、录像、磁带、光盘等资料者，视情节轻重，分别给予以下处分：

Article21Foreignstudentswhoreceive(orwatch),duplicate(orproduce),spread,saleorrentoutliteraturesinklingperiodical,books,videotapes,cassettesanddiscs,whichembodypornography,superstition,andillegalshallbegivenpunishmentasfollowsaccordingtothesituation:

(一)对收（观）看含有淫秽、封建迷信、邪教内容的书刊、图片、录像、磁带、光盘等资料者，给予警告或严重警告处分。

Warningorseriouswarningforforeignstudentswhoreceive(orwatch)videoandaudioproductscontainingpornography,superstitionandevilreligionorreadbooksofthatkind;

(二)复制传播者，给予记过或留校察看处分。

“Recordingdemerit”or“underobservation”inschoolforforeignstudentswhoduplicateandspreaddocumentslikethat;

(三)出租或出售者，给予留校察看以上处分。

“Underobservation”inschoolormoreseriouspunishmentsforforeignstudentswhorentoutorsaledocumentsofthatkind.

第二十二条对损坏公共财物或他人财物者，视情节轻重和造成后果的严重程度，给予以下处分：

Article22Suchpunishmentsshallbegiventoforeignstudentsdamagingpublicpropertiesandfacilitiesorpersonalwealthandthings:

(一)对在建筑物、教室或实验室的公用设备、仪器、公共标志等公物上乱刻、乱涂、乱画、乱贴，不听劝阻者，除责令限期恢复原状外，视情节轻重，给予警告或严重警告处分。

Foreignstudentswhocut,scribbleorpasternanythingonbuildings,classroomandpublicfacilities,apparatusandsignsinthelaboratorywithoutapprovalandignorewarningandpersuasionshallreceivewarningorseriouswarningdependingonthesituation.Inaddition,theyshallbeorderedtocleanthoseplaceswithinthelimitedtime.

(二)对损坏校园设施、建筑物设施、教室或实验室等公用设备、仪器者，除赔偿经济损失外，给予严重警告或记过处分。

Foreignstudentswhobreakthecampusfacilities,buildinginfrastructureorpublicequipmentsandapparatusinclassroomsandlabsshallbegivenseriouswarningorrecorddemeritinadditiontocompensationforlosses.

(三)对故意损坏公共设施后果严重者，除赔偿经济损失外，给予留校察看处分。情节特别恶劣或后果特别严重的，给予开除学籍处分。

Foreignstudentswhodamagepublicfacilitiesonpurposeandcauseseverconsequencesshallcompensateforthelossesandbeunderobservation.Ifthereareanyespeciallybadbehaviorsorsevereconsequences,expulsionfromacademicstatusshallbegiven.

(四)对蓄意损坏他人财物者，在事实清楚的前提下，除赔偿经济损失外，情节较轻者，给予警告或严重警告处分；情节严重者，给予记过以上处分。

Foreignstudentswhodamagepersonalwealthofotherpeopleonpurposeshallcompensateforthelossesifthecourseisclear.Warningorseriouswarningshallbegiveniftheadverseeffectsareminor;recordingdemeritormoreseriouspunishmentsshallbegivenittheconsequencesareserious.

(五)毕业生在离校期间损坏公物，除按规定处理外，暂缓办理离校手续。

SeniorswhodamagepublicpropertiesbeforeleavingschoolshallgettheconcreteformalitiesdelayedandshallbepunishedaccordingtotheseRegulations.

第二十三条污辱或妨碍他人者，分别给予下列处分：

Article23Foreignstudentswhoinsultorbeharmfultoothersshallreceivepunishmentsasfollows:

(一)污辱、诽谤、诬告、陷害或威胁、恐吓他人，未触及刑事处罚者，视其情节给予严重警告以上处分。

1.Seriouswarningormoreseriouspunishmentshallbegiventothosewhoinsult,defame,accusefalsely,frameorthreatenotherpeoplebutwhencircumstancesarenotseriousenoughforcriminalpunishment.

(二)妨碍他人通讯自由但未构成刑事责任者，给予严重警告以上处分。

2.Seriouswarningormoreseriouspunishmentshallbegiventothosewhodoharmtothefreecommunicationofothersbutcriminalresponsibilityisnotinvestigated.

第二十四条调戏、猥亵妇女，或以恋爱为名玩弄异性，未构成刑事责任者，视其情节轻重，给予记过以上处分。

Article24Foreignstudentswhoassailfemaleswithobscenitiesordeceitfemaleswithloveasdisguiseshallbegivenarecorddemeritormoreseriouspunishmentsaccordingtosituationwhencircumstancesarenotseriousenoughforcriminalpunishment.

第二十五条对其他违纪者，视情节轻重，给予以下处分：

Article25Otherviolatorsshallbepunishedaccordingtothesituationasfollows:

(一)非法管制他人，或非法搜查他人身体、住处，未构成法律责任者，给予严重警告以上处分。

Foreignstudentswhoillegallycontrolotherpeopleorsearchthebodyorresidenceofothersbutwhencircumstancesarenotseriousenoughforcriminalpunishmentshallreceiveseriouswarningormoreseriouspunishments.

Foreignstudentswhoendangerotherpeople’ssafeorinterferethelivesofothersthroughwritinglettersofintimidation,harassingphonesorSMSmessagesofbadcontentsshallbegivenseriouswarningormoreseriouspunishments.

(三)教学、实验、实习、见习期间，违反操作规程造成事故者，给予严重警告以上处分。

Foreignstudentswhobreakoperationregulationsduringteachingclasses,experiments,practiceornovitiateandcauseaccidentsshallbegivenwarningormoreseriouspunishments.

(四)见习期间，不服从管理或擅自离队者，视情节轻重，给予严重警告或记过处分。

Foreignstudentswhodeliberatelyignoretheadministrationorleavetheteamwithoutapprovalduringnovitiateshallreceiveseriouswarningorrecordingdemerit.

(五)转借留学生证、校徽，甚至涂改伪造证件、伪造证明，欺骗他人、包庇坏人，情节轻微，尚未构成刑事犯罪者，视其具体情况和认错态度，给予警告以上处分。

ForeignstudentswholendtheirstudentIDcardandschoolemblem,oralterorforgecredentialstodeceitothers,organizeorharbordangerouspersonbutnotmakecriminalmistakesshallreceivewarningormoreseriouspunishments.

(六)故意损坏馆藏图书，以旧换新，偷用他人证件借书者，视情节轻重，给予严重警告以上处分。

Foreignstudentswhoattaintlibrarybooksonpurpose,replacebrandnewbookswitholdonesorborrowbookswithstolencardsshallbegivenseriouswarningormoreseriouspunishments.

(七)隐匿、毁弃或私拆他人邮件造成不良影响或损失者，除赔偿经济损失外，视情节轻重，给予警告以上处分。

(八)伪造他人签名者，视情节轻重，给予记过以上处分。

Foreignstudentswhoforgethesignaturesofothersshallreceiverecorddemeritormoreseverepunishmentsinaccordancewiththegravityofthecircumstances.

(九)对参与邪教、封建迷信活动，有损留学生形象者，视情节、后果轻重，给予留校察看或开除学籍处分。

Foreignstudentswhoparticipateintheactivitiesofevilreligionsorsuperstitionspoilingtheimageofforeignstudentsshallbeunderobservationinaccordancewiththeseriousnessoftheconsequences.

(十)剽窃、抄袭他人研究成果者，情节轻微，影响不大，给予严重警告处分；情节严重，影响恶劣，给予开除学籍处分。

Foreignstudentswhoplagiarizeorcopytheresearchfindingsofothersshallbegivenseriouswarningifthesituationisnotserious,andbedismissedthestatusasforeignstudentsifthesituationisgrievous.

四、处分执行和申诉

TheExecutionofPunishmentsandtheAppealingWay

第二十六条留学生处分决定的审批程序和权限

Article26Theexamineandapprovalprocedureofthepurviewofthedecisionofthepunishmentontheforeignstudents

Thestepsoftheinspectionareasfollows:

(一)留学生违纪事实的初步认定：留学生违纪事实是指特定的行为人实施的违纪行为，属于我校管辖范围，依照本条例对留学生违纪行为给予确认。

Theinitialaffirmofforeignstudents’behaviorsofviolatingrules:thefactofbreakingtherulesofforeignstudentsreferstothebehaviorsofspecificpersonintheadministrativescoopofourschool.Theirbehaviorsshallbeconfirmedinaccordancewiththisprovision.

Inspectionsonthebehaviorsofviolatingrulesofforeignstudents:stuffsofconcerneddepartmentsofschoolandall-timeorpart-timeteachersinthechargeofforeignstudents’affairshavetherighttoinspectthemistakesmadebyforeignstudentsorconsigntheinspectiontoinstitutionswhichhavetherighttocarryoutthefunctionsofmanagement,inspectionandauthenticationwithinthepermissionofourstatelawsandpolicies.

1、询问当事人；

Inquiringtheparticipators;

2、询问证人。调查人员对留学生违纪事实的调查内容应做成笔录，经被询问人核实无误后，由被询问人签字、按手印；

Inquiringtheattester;andthecontentsofinspectionsintotheviolationsofregulationsofforeignstudentsshallbeinwrittenformwiththesignatureandfingerprintofthepersoninquiredafterhe\shehascheckedtherecord;

3、提取书证、物证；

Collectingthepaperevidenceormaterialevidence;

4、对违纪留学生作出处分决定之前，应当听取留学生或者其代理人的陈述和申辩，并做好笔录；结束时拟受处分留学生或其代理人应在笔录上签字，如果拒绝签字，由主笔人写出文字说明。

Listeningtothecitationandexplicationoftheforeignstudentorhis\herattorneywhichshallbewellrecordedonpaperbeforethepunishingdecisionhasbeenmade;intheend,theforeignstudenttobepunishedorhis\herattorneyshouldsigntherecord,otherwisedeclarationshallbeadded;

（三）给予留学生警告或严重警告处分的，由国际交流合作处研究决定，并由学院出具处理决定文本，发文并公告。

Whereforeignstudentsaregivenwarningorseriouswarning,DIECshallmakethedecisionafterdiscussion.AndDIECisalsoresponsiblefordocumentofspecificdisposalandanannouncement.

（四）给予留学生记过或留校察看处分的，由国际交流合作处办公会议提出处理意见，报主管校领导签批后发文并公告，送省教育厅备案。

Whereforeignstudentsreceive“recordingdemerit”orarekeptinschoolbutunder“underobservation”,DIECshouldmakeproposalofdisposalintheofficeconferenceandsubmitittothechiefschoolauthoritiesforapprovalandratificationandhenceanannouncement.ThedocumentshouldbesenttotheEducationalDepartmentofJiangsuProvincetobearchived.

（五）给予留学生开除学籍处分的，由学院办公会议提出处理意见，由主管校领导提交校长会议研究决定后发文并公告，报省教育厅备案并通报留学生所在国驻我国使馆。

.Whereforeignstudentsreceiveexpulsionfromacademicstatus,proposalofdisposalshouldbemadebyDIECintheofficeconference,whichshouldbesubmittedbythechiefschoolauthoritiestothepresident’sconferenceforapproval,andthenbereportedtotheEducationalDepartmentofJiangsuProvincetobearchived.Theembassyofthecountrywheretheforeignstudenttobepunishedcomefrominourcountryshouldbeinformed.

DIECshallcooperatewithotherdepartmentsconcernedtodealwithcircumstancesasfollows:

1、留学生违纪并违反《治安管理处罚条例》或涉嫌犯罪的，应会同保卫处处理；

CooperationwiththeDepartmentofSecurityisrequiredwhereforeignstudentsviolaterulesaswellas“RegulationsonAdministrativePenaltiesforPublicSecurity”oraresuspectedofcrime.

2、留学生违法，应会同公安部门处理。

CooperationwiththeDepartmentofPublicSecurityisrequiredwhereforeignstudentscommitcrime.

（七）警告、严重警告、记过、留校察看处分，由国际交流合作处编文号发文，经主管校长签署后予以公布并报送有关职能部门。

Whenwarning,seriouswarningorrecordingdemeritisgiven,DIECmakesdraftandsendstothePresident’soffice.DIECwillannouncetootherdepartmentsafterthepunishmentisdecided.

（八）处分决定公告后，国际交流合作处应及时将处分决定通知留学生本人及其家长，以便配合教育；留学生的处分材料应当真实、完整地归入学校文书档案和本人档案。

DIECoughttoinformtheforeignstudentandtheparentsofthedecisionofpunishmentintimeafterithasbeenmadesoastomaketheeducationundergoeswell;thedocumentsofthepenaltyshouldbearchivedcompletelyintheschooldocumentaswellasinpersonaldocument.

第二十七条留学生违纪处分呈报材料

留学生违纪处分呈报材料包括：

Article27Documentsofpunishmentonforeignstudentswhoviolateregulationsneedtobesubmitted.Theyinclude:

(一)常州轻工职业技术学院留学生处分登记表。

RegistrationformofpunishmentonforeignstudentsofCZILI;

Documentsofviolationfactofrelevantcertificatematerial;

(三)违纪留学生对所犯错误的认定和检查材料。

Documentsofaffirmationandself-criticismoftheforeignstudentsinviolationofregulations.

第二十八条善后处理

Article28Afterwardtreatment

(一)可根据受处分留学生的悔改表现，由其本人向国际交流合作处提出消过评议申请，国际交流合作处会同教务处、保卫处等部门给予评议，作出是否取消或减轻处分决定，评议材料归入学校文书档案。

TheforeignstudentgivenpunishmentcanputforwardtheapplicationtotheDepartmentofInternationalExchangeandCooperationforremovingthepunishmentaccordingtohis/herremedialbehaviors.TheDepartmentofInternationalExchangeandCooperationshallconvenewiththeDepartmentofTeachingAffairsandDepartmentofSecuritytomakeassessmentanddecidewhetherthepunishmentwillbeconcealedorbated.Theassessmentmaterialshouldbearchivedintheschooldocuments.

(二)国际交流合作处应对受处分的留学生落实帮教措施，定期进行考察。

DepartmentofInternationalExchangeandCooperationisresponsibletocarryouttherelevanteducationandconsolidation,andperiodicinspection.

(三)留校察看期限一般为一年。在留校察看期间，有突出表现者，可提前解除察看，但不得少于６个月；留校察看期间经教育不改或再次受处分者，给予延长察看或开除学籍处分，延长察看不得超过一年；到期后未作出延长处理的，视为自动解除。

Thetermof“underobservation”isgenerally1year.Duringthisperiod,foreignstudentswhohaveoutstandingbehaviorscangetthe“underobservation”terminatedaheadofschedule,butnoshorterthan6months;foreignstudentswhodonnotaltertheirbadbehaviorsorreceivepunishmentagainshallgetthetermprolongedorexpulsionofacademicstatus;ifthetermisnotprolongedwhenitexpires,itcanberegardedasconcealed.

(四)毕业班留学生受留校察看处分的，毕业时作结业处理。

Ifforeignstudentsarekeptunder“underobservation”intheirsenioryear,theyshallreceivecertificationforcompletingcoursesinsteadofdiploma.

(五)被开除学籍的留学生学校开具学习证明，并按学校规定期限离校。

Theforeignstudentswhoreceiverepulsionfromacademicstatuswillgetstudyproofsandshallleavetheschoolinthelimitedtime.

五、附则

SupplementaryProvisions

第二十九条本条例没有列举的违纪行为，确应给予处分的可参照相近条款给予处理，如果不能参照的可按处分权限研究处理。

Article29NecessarypunishmentsshallbegiventoforeignstudentswhoseviolationsarenotlistedintheseRegulationsreferringsimilarprovisionsintheseRegulations.Iftherearenoreferences,disposalscanbemadeaccordingtothejurisdictionforpunishment.

第三十条本条例所涉事宜，与以往规定有抵触的，以本条例为准；本条例未尽事宜，学校以往有规定的，按以往规定办。

Article30CasesnotexplainedintheseRegulationsbutstipulatedbeforebytheschoolshallbedisposedinaccordancewiththeprecedingstipulations;casesstipulatedbothintheseRegulationsandprecedingonesshallbedisposedaccordingtothelatestones.IfanyconflictsbetweentheseRegulationandprecedingonesoccurs,thelatestonesshouldbeadopted.

第三十一条本条例关于处分界限和幅度的以上或以下均包含本级在内。

Article31Innumericalphrasecontainingthewords“ormoreseriouspunishments”usedintheseRegulations,theindicatedpunishmentsareincluded.

第三十二条本条例由常州轻工职业技术学院国际交流合作处负责解释。

Article32DepartmentofInternationalExchangeandCooperationisresponsiblefortheexplicationoftheseRegulations.

留学生到课管理规定（试行）

第一条所有留学生都要自觉遵守学习纪律，不得迟到早退，不得无故旷课，有事先请假；

Article1Foreignstudentsshouldconsciouslyobservediscipline,shouldnotbeabsentwithoutreasonandmustreceivepermissionforanyabsenceduetourgentbusinessorsickness.

第二条因病、因事请假，应事先办理请假手续：

Article2Theleaveproceduresareasfollows:

1、因病请假需有学校医院出具的病假证明。除急诊外，因病就诊缺课均应事先请假。请病假一日之内，可持病假证明向班主任请假；连续二日以上的病假，应向国际交流合作处领导提出书面报告。

Exceptforemergencycases,sickleavepermissionsrequireacertificationprovidedbytheInstituteinfirmaryinadvance.Ifthesickleaveiswithin1day，foreignstudentscanaskforleaveheadteacherinchargeoftheclass.Ifitextendsover2days,awrittenreportshouldbesubmittedtotheleaderofDepartmentofInternationalExchangeandCooperation(DIEC).

2、因事请假应事先写好请假条，经班主任批准后方为有效，不得临时口头请假。连续二日以上者，必须向国际交流合作处长办公室提出书面报告，征得同意方为有效；凡未请假而缺课者均以旷课论处。

第三条为保证正常的教学秩序，迟到早退三次按旷课一次论处;

Article3Toensurethenormalteachingsequence,theforeignstudentwhoislateforclassorleavesearlythreetimesisconsideredastruant.

第四条累计缺课时数（含请假、旷课)达到所修课程总数三分之一者，不得参加该门课程的考试及补考，必须申请重修；

Article4Ifaforeignstudentisabsentwithorwithoutpermissionforanaccumulatedtimeofonethirdofthetotalteachinghoursofanysubject,he/sheisnotallowedtoparticipateintheexamormake-upexamofthatsubject.

第五条一学期因病、事假累计达八周者，应予休学。因病、事假不能坚持学习并提出申请者，可以休学。休学期限最多一年。凡到期不能复学者，以自动退学论处；

Article5Ifaforeignstudentisonsickleaveorbusinessleaveforanaccumulatedtimeof8weeksinonesemester;his/herstudiesshouldbesuspended.Theforeignstudentwhoisunabletostudybecauseofsicknessorurgentbusinessisallowedtosuspendhisstudiesifhe/shehasmadeaformalapplication.Thelongestperiodallowedforsuspensionisoneyear.Ifaforeignstudentdoesnotreturnatthepropertime,he/sheisconsideredtohaveterminatedhis/herstudies.

第六条留学生享受我国的节假日及学校的寒暑假；学生本国的重大节日学校不予放假，如学生请假，可酌情准假，但不予补课。

Article6TheforeignstudentsenjoysummerandwintervacationsandChinesenationalholidays.Therearenootherholidays(offoreignstudents’owncountry)permitted.Iftheforeignstudentsrequesttoenjoytheirbignotionalholidayduringtheworkingday,DIECwilltakethecircumstancesintoconsiderationanddecidewhetheragreeornot.Iftherequestisallowed,theforeignstudentswillnotbearrangedtomakeupthemissedlessonsintheirholidays.

第七条无故缺课，不按时归校及学期结束前未经允许提前离校者，将受到如下处分：

Article7Foreignstudentwhoisabsentwithoutpermissionordoesn’treturntotheInstituteontime,orleavesschoolwithoutpermissionbeforeclassesareofficiallyover,he/sheshallbesubjectedtothefollowingpunishments:

6、对无视学校纪律、经常旷课、无故迟到、早退、破坏公共财产、打架斗殴或有其他不良行为者，视情节分别给予批评教育、警告、严重警告、记过和留校察看，直至开除学籍处分。

7、周一至周四和周日晚上6：30-8：30，按学院规定，一年级学生要求上晚自习。严格考勤制度，不得无故缺席。

Accordingtotheregulationsofcollege,thefreshmenhavetoattendtheeveningclassfrom6:30pmto8:30pmandfollowtherequirementsofattendance,nobodycanbeabsentwithoutreasonableexcuses.

Theforeignstudentwhoignoresschoolregulations,absentfromclass,late,leaveearlyveryoftenwithoutpermission,destroyspublicproperty,fightswithothersetc.shallbecriticized,warned,givendemeritsorplacedunderobservationuntilheorsheisdismissed.

受留校察看处分的留学生一年内如能改正错误，有显著进步者，可解除其处分。经教育不改者，可勒令其退学。因违犯学校纪律被勒令退学者，应立即回国。

ForeignstudentwhoisplacedunderobservationbytheInstitutecanregainnormalstatusifhe/shecancorrecthis/herbehaviorandmakegreatprogressinhis/herstudywithinoneyear.Otherwise,theforeignstudentmustreturntohiscountryoforigin.

以上各项处分一经决定，学校除向当事人宣布外，还将书面通知其所在国驻华使馆及其家庭；

IftheInstitutemakestheabovedecisions,theforeignstudent,theEmbassyofhiscountryoforiginandhisfamilywillbenotifiedinwrittenform.Hemustleaveimmediately.

第八条无故缺课，不按时归校及未经允许提前离校者，将受到如下处分：

Article8Foreignstudentwhoisabsentforclasseswithoutpermission,doesn’treturntotheInstituteontime,orleavestheInstitutewithoutpermission,he/sheshallbesubjectedtothefollowingpunishments:

1、一个月内累计缺课达4学时者，次月生活补助减发50元（人民币）；

2、一个月内累计缺课达8学时者，次月生活补助减发100元（人民币）；

Article9IfaforeignstudentdesirestotraveloutsideChangzhouduringvacations,he/sheshouldregisterinStudentAffairsOfficeofDIECandgivingnoticesofthedestinationsanddateofreturnetc.

留学生居留许可及签证管理办法

ResidencePermitandVisa

1、留学生来华后，应尽早到常州市检疫检验局交验体检表或进行体检，取得健康合格证，并于抵华30天内持护照、照片、常州市检疫检验局开具的健康合格证和学校开具的证明及JW202表，去常州市公安局外国人签证管理处，办理居留许可手续。居留许可一般以一年为期。如需延长居留许可的有效期或变更其中项目，须经学校同意后，由本人提前一周向公安局申请办理。逾期不办者，公安局将按规定给予处罚。

Article1TheforeignstudentinChinashouldpresenthimselftotheChangzhouQuarantineBureauassoonaspossibletosubmithishealthcertificateorhavehishealthcheckedupsothathecouldreceiveahealthcertificateissuedbytheBureau.WiththiscertificateissuedbytheQuarantineBureau,avalidpassport,photos,applicationformswrittenbytheCollegeandtheJW202form,hemayapplywithin30daystotheGovernmentVisaAdministrationOfficeforaresidencepermit.ResidencepermitwillberenewedeveryyearafterpayingallthefeestotheCollege.Ifthetimeoftheresidencepermitneedstobeextendedorchangedinanyway,theforeignstudenthimselfcanapplytothepoliceoneweekaheadoftheexpirationdateafterreceivingpermissionfromtheDIECofCZILI.Theforeignstudentwhoallowshisresidencepermitexpirewillbefined.

2、留学生出境后仍需返回学校者，经学校同意后，在出境前到公安局按规定办妥返回中国的签证。否则将不能继续学习。

Article2IfaforeignstudentplanstoleaveChinaandreturnforfurtherstudy,hemustobtainpermissionfromtheCollegeandapplyforare-entryvisabeforeleavingthecountry.Otherwise,hewillnotbeallowedtocontinuehisstudy.

Article3Visas,passports,residencepermit,foreignstudentIDcardsetc.shouldnotbedamagedandviolatorswillbepunished.Residencepermitshouldbewellcaredforend;iflost,itshouldbereportedinthenewspaperandinvalidatedbytheproperofficials.Theforeignstudentshouldapplyforanewresidencepermitandpaytheproperfees.

4、留学生可以利用节假日到中国境内开放地区旅行。离校前应向国际交流合作处说明去向，旅行时应遵守公安局的有关规定，一切旅行手续和费用均需自理。根据我国公安部门规定，去开放城市和地区，不需办理旅行证；去我国非开放地区旅行，必须办理旅行证。擅自到非开放地区是非法的。

Article4TheforeignstudentmaytraveltoopenareasinChinaduringthefestivalsandholidays.HeshouldnotifyDIEChisdestinationpriortohistraveldatesandgothroughtheformalitiesoftravelingbyhimselfandpayhisowntravelingexpenses.Accordingtogovernmentregulations,foreignstudentstravelingtoopenareasdonotneedatravelcertificatebuttraveltoclosedareasneedatravelcertificate.Traveltoclosedareaswithoutauthorizationisillegal.

留学生行为准则（试行）

TheMoralActivityRegulation（fortrialimplementation）

1、所有留学生都应遵守中国法律和学校的规定。任何有违中国社会道德，侵犯他人权利或伤害他人的行为一律禁止；同时严格禁止从事危害中国国家安全和利益的活动。

Article1ForeignstudentsshouldabidebyChineselawandregulationsandCollegerules.EveryactivitytoobstructChinesesocialorders,orviolateotherperson’srightsordoharmtotheChinesesafetyandbenefitisforbidden.

2、严格禁止参加各种非法活动。校园内不得举行任何宗教活动。

6、不提倡留学生去歌舞厅、酒吧及其他娱乐场所。如果留学生在这些场所发生纠纷，按照中国的相应法律法规处置，学校不承担任何责任。同时学校根据具体情况对留学生给予相应处分。

7、留学生有任何违反规定的行为，比如偷窃他人财产，学校将严肃处理。如果留学生违反中国法律，将被移交当地司法部门审理。

9、留学生应积极参与学校或班级组织的活动,无故缺席者视为旷课。

10、爱护校园的花草树木及公共设备和设施，维护校园的安全、整洁与安静；不得在校园内燃火或在禁烟区吸烟，不得随意出入校园内的建筑工地和围挡区域。

12、对于无视学校纪律，损坏公共财产、破坏公共秩序、伤害他人、酗酒、打架斗殴者，视情况的严重程度分别给予警告、罚款、留校察看、开除学籍等处分。

13、被警告及留校察看的留学生如在一年内表现良好，其处分可被取消，否则将被开除。

14、学校的处罚规定将会通知留学生本人、家庭及其国家驻中国大使馆。

留学生校内住宿管理规定

（试行）

为了给留学生创设一个良好的生活和学习环境，特制定本规定，请全体留学生遵照执行。

Inordertocontributetoapleasantlivingandstudyenvironment，Allforeignstudentsarerequestedtoobservethefollowingregulations:

第一条留学生公寓的管理由物业管理公司统一负责。

Article1ForeignstudentdormsaresupervisedbydormitoryManagementCompany.

第二条服从公寓管理人员的安排，按指定房间和床位住宿，不得私自迁移、调换房间或多占家具设备。

Article2EachforeignstudentshouldliveinthedormandbedsassignedbytheCollege.Changingroomswithoutpermissionorover-occupyingfurnitureisnotallowed.

第三条留学生公寓为2-4人间，学校不提供夫妇和单人住宿条件。

第四条留学生所用水费按50元/年收取，电费根据实际使用情况收取，每度电0.53元。

第五条不得利用公寓从事违反中国法律及学校校规的活动。

第七条保持公寓内外清洁，维护楼道畅通；不得在走廊堆放杂物，不得随意涂画张贴；不得在窗外悬挂、摆放或投弃物品；公寓楼内禁养宠物。

Article7Goodsanitaryandhygienepracticesshouldbemaintainedatalltimesbothinsideandoutsidethedorms.Passagewaysshouldremainunblocked.Pilingupinthecorridororscribblingorpostingisnotpermitted.Clothingorotherthingsshouldnotbehungorplacedoutsidethewindowsandthingsshouldnotbethrownoutthewindows.Animalsorpetsarenotallowedintherooms.

第八条爱护公共财物，不得损坏、拆卸、改装公寓楼内设备，损坏或遗失公物须赔偿。

Article8Publicpropertyshouldbewellcaredfor.Equipmentshouldnotbedamaged,dismantledortamperedwithinanyway.Anydamageormissingshouldbecompensated.

第九条学校为每个房间公寓内配备的设备和设施，如桌凳、橱柜、床、空调、冰箱、水池等，如有丢失和损坏，由住宿学生自费维修或购置。学习期满或中途退学时，上述物品应完好交还。

第十一条禁止在公寓楼内吸烟、酗酒。

第十二条节约用电、用电，学生在离开房间前，应确保关上水龙头、灯及其他设施，如有违反此规定者将被罚款。烹饪请至公共厨房，请勿在房间内烹饪，房间内禁止使用电炉、取暖器、电加热器、电压力锅等违规电器。

Article14ForeignstudentsshouldobservethedailyscheduleoftheCollege.FromMondaytoThursdayandSundayevening,studentshavetogotobedat10:00,andfromFridayandSaturdayevening,studentshavetogotobedat11:00.Ifaforeignstudentisrequiredtobeoutlaterthanthetimeallowed,permissionshouldbeobtainedbeforehand.Foreignstudentswhoviolatetherulesshouldberesponsibleforanyconsequenceoccurred.

第十五条严格禁止男女生同居。违反者将被记入档案并予以处分。如发现在公寓留宿异性，第一次给予留校察看处分，两次以上（含两次）给予开除学籍处分，同公寓成员不制止不举报给予警告处分。

第十六条应主动服从并配合物业管理人员查房和清点人数的工作，对出现夜不归宿情况的要及时向物业管理人员报告。

第十七条学校将不定期举行文明公寓的评比活动，被评为文明公寓的将获得一定的奖励。

Article18Tofacilitatethedailylifeofoverseasstudents,theSchoolofOverseasEducationhasopenedapublickitchenandalaundryroomontheflooroftheInternationalStudentApartmentforusebyallinternationalstudents.Therelevantregulationsareasfollows.Pleasefollowtheinstructions.

（一）公共厨房和洗衣房仅供我院外国留学生本人使用，其他人员不得使用。

Thepublickitchenandlaundryroomareopenduringlimitedhours(opendailyfrom7:00to22:30).Pleasecookandlaundrywithinthespecifiedtime.

（三）使用微波炉、电磁炉、开水壶、洗衣机时须按正常操作规程进行，使用完毕，请拔掉电源。公共厨房内禁止使用高压锅等高压易爆电器。

（四）烹饪时切勿离开厨房，以免发生火灾。

第八条不得利用网络侮辱他人或者捏造事实诽谤他人。

第九条任何留学生或组织、不得从事下列危害校园计算机网络安全的活动：

Article9Anyforeignstudentororganizationisprohibitedfrombeingengagedinthefollowingactivitiesthatwilljeopardizethesecurityofcampusnetwork.

1、盗用他人帐号、IP地址及MAC（计算机网卡硬件地址），私自转借或转让校内网络域名；

2、制作并使用攻击性的程序代码，影响校园计算机信息网正常运行；

第十条任何留学生和留学生组织不得制作、故意传播计算机病毒及其他任何具有破坏性的程序。

第十一条个人隐私受法律保护。任何留学生或留学生组织不得违反我国法律规定，利用计算机网络侵犯用户通信秘密和他人隐私。

第十二条对本规定所列举的网络违规行为及情节，由国际交流合作处提请学校现代教育技术中心、宣传部、保卫处等部门共同认定。处分处理意见参见《常州轻工职业技术学院留学生违纪处分条例》。

留学生假期管理规定

第一条为规范留学生管理，保证假期安全，结合学院实际，特制定本规定。

（一）假期计划回国的留学生应至少提前10天向海外教育学院国际教育科报备，出示机票或电子票根，填写假期去向登记表。

（二）回国留学生到家后应及时告知班主任，确保安全到家。

第三条假期实习的留学生

ForeignstudentswhoarewillingtopracticeduringtheholidayshouldapplytotheOverseasEducationInstitute45daysinadvance.TeachersintheInstitutewillcontacttheinternshipenterprisesforthesestudentsandarrangetheinterview.Aftertwo-wayselection,theinternshipenterpriseandpracticetimeforeachstudentwillbedetermined.

Duringtheinternship,rulesandregulationsofthehotelshouldbestrictlyabidedby.Arrangementandmanagementofthehotelshouldbeobeyed.Swaporoutofjob,orreturnbacktoschoolwithoutpermissionareforbidden.Leaveinaccordancewiththeregulationoftheinternshipenterprise.LeaveChangzhouinconsentwiththeOverseasEducationInstitute.

（三）遵守交通法规，注意安全，外出乘坐公共交通工具，不乘坐非法运营车辆。

（四）实习期间如违反酒店纪律，不听从酒店安排，取消当前实习资格，情况严重者取消以后所有实习资格。

（二）留校学生要严格遵守宿舍管理制度，有外来人员进入必须到宿舍管理员处做好登记，严禁外来人员留宿。不得擅自调换房间和床位。

第一条为激励留学生努力学习，提高学院留学生人才培养质量，吸引更多优秀学生来校学习，结合学院实际，特制定本办法。

第二条留学生助学金发放工作遵循“公开、透明、公正、公平”的原则。

第三条留学生助学金对象为我院所有在籍学历留学生（专业实习期除外）。

第四条留学生助学金发放标准以当年招生政策为准。学生有下列情况者将减去相应金额，当月减完为止：

1.当月旷课不满4学时者，每缺课1学时减发总数的10%。

第一章总则

ChapterIGeneralprovisions

第一条为进一步加强留学生收费管理工作，维护留学生和学院合法权益，根据《国家教育委员会、国家发展计划委员会关于调整自费来华留学生收费标准的通知》（教外来〔1998〕7号）、《学院招收和培养国际留学生管理办法》（2017年教育部、外交部、公安部令第42号）等文件精神，结合学院实际，特制定本办法。

第三条按规定缴纳学费是留学生在校期间必须履行的义务，每位留学生必须主动按时足额缴纳学费。

第二章组织管理与职责

第四条学院留学生教育与管理工作领导小组负责学费收缴工作的组织、协调、管理和检查。

第五条财务处负责学费的收缴退付，收费项目和收费标准的报批，留学生缴费管理系统的数据库维护，提供留学生缴费及欠费情况的查询、统计服务。

第三章学费标准与收费管理

Article7ThetuitionschemeforthenextsemesterwillbemadebyOverseasEducationInstituteatthemidofthecurrentsemesterinaccordancewithrelevantnationaldocumentsandtuitionstandardofothercolleges.AfterthediscussionandapprovaloftheLeadingGroupofForeignStudentsEducationandManagement,thetuitionschemewillbereportedtothePartyCommitteeoftheinstitute.AftergettingapprovalfromthePartyCommittee,thetuitionschemewillbepublishedandimplementedifnoobjectionafterpublicity.

第八条为降低安全隐患和招生成本，提高留学生入学报到率，学院在邮寄录取通知书和JW202表之前对符合入学条件的留学生收取600元注册费和500-2000不等的预交金，留学生报到后按实交预交金金额抵学费。

Article8600yuanregistrationfeeand500-2000yuanprepaidexpenseshallbepaidbyforeignstudentswhomeettheadmissionrequirementsbeforereceivingtheletterofadmissionandJW202form,inordertoreducethesecurityrisksandtheenrollmentcost,andtoincreasetheenrollmentrateofforeignstudents.Prepaidexpensecanbeusedtopaytuitionfeesafterregistration.

第九条新生缴费流程

Article9Paymentprocedureforfreshmen

1.新生接到电子版录取通知书和JW202表后，汇款到学院账户交纳注册费和预交金，待学院财务处确认后，邮寄新生录取通知书、入学须知和JW202表。

AfterreceivingtheelectronicletterofadmissionandJW202form,freshmenshoulddepositbothregistrationfeeandprepaidexpensetothebankaccountoftheinstitute.AftertheFinancialDepartmentoftheinstituteconfirmthereceipts,bothletterofadmissionandJW202willbeposttostudents.

2.新生报到后，应根据入学须知中的收费项目、收费标准，在报到当月将剩余学费交至财务处。

Afterregistration,studentsshouldpaytheremainingtuitionfeestotheFinancialDepartmentinthecurrentmonthinaccordancewiththetuitionitemsandfeestandardwrittenintheRegistrationGuide.

3.财务处收到留学生费用后及时打印专用发票，通过海外教育学院送达留学生。

第十条老生缴费流程

Article10Paymentprocedureforoldstudents

1.财务处在每学年第一周内完成老生学费数据库维护工作，老生需在开学当月将学费交至财务处。

TheFinancialDepartmentshouldcompletethemaintenanceofthetuitiondatabasewithinthefirstweekofeachschoolyear.Aftertheschoolbegins,oldstudentsshouldpaythetotalamountofthetuitionfeestotheFinancialDepartmentinthefirstmonth.

2.老生也可根据收费标准，将学费足额存入指定银行卡中，财务处委托银行集中代扣学费，扣款成功后及时打印专用发票，通过海外教育学院送达留学生。

Studentscanalsodepositthefullamountoftuitionfeesintothedesignatedbankaccount.TheFinancialDepartmententruststhebanktocollectivelydeductthetuitionfees.Aftersuccessfuldeduction,thespecialinvoicewillbesenttostudents.

第十一条获全额奖学金或部分奖学金留学生如出现以下情况，取消奖学金名额，自动转为自费生。

Article11Studentswhohavewonfullorpartialscholarshipswillbeautomaticallytransferredtoself-financedstudentsifthefollowingcircumstancesoccur:

1.第一学年结束后未通过HSK4级考试者，第二学年开始按自费生标准缴纳学费。

StudentswhofailedinHSK4inthefirstschoolyearhavetopaytuitionfeesasself-financedstandardinthesecondschoolyear.

2.在校期间受记过及以上处分者，从受处分之日算起，在学年内学习未超过一学期者缴纳一学年学费，超过一学期未满一学年者缴纳半年学费。

Ifhe/shehasgotademeritorabove,he/sheshouldpaytuitionfeesforoneyearifhe/shehasnotcompletedonesemester.He/sheshouldpaytuitionfeesforoneyearifhe/shehascompletedonesemesterbutnotoneyear.

第四章学费的缓缴与减免

Chapter4Postponeandreducetuitionfees

第十二条新生入学时由于经济原因无法按时足额缴纳学费，可向海外教育学院申请办理暂缓缴费，在校留学生因经济原因无法及时足额缴清学费，可向海外教育学院提交书面申请暂缓缴费，申请缓缴的留学生应同时提交缴费计划书承诺缴费，经海外教育学院审核后及时告知财务处。缓缴学费的期限原则上不超过两个月。留学生在自己承诺的期限内须足额缴清学费。

Chapter12Ifforeignstudenthasnoabilitytopayfullamountoftuitionfeesontimeforeconomicreasons,he/shecanapplyfordefermenttoOverseasEducationInstitute.Studentswhoapplyfordefermentshouldofferapaymentplantopromisethepaymenttime.BothapplicationletterandpaymentplanwillbeverifiedbyOverseasEducationInstituteandsenttotheFinancialDepartment.Thetimeofdefermentisnomorethantwomonths.Studentshavetopayfullamountoftuitionfeesbeforethepromiseddeadline.

第十三条对于家庭经济特别困难的优秀留学生，学院除加大勤工助学、困难补助等资助工作的力度外，可对学费进行适当减免，留学生减免学费申请获学院批准后，交财务处核抵所欠学费。

Article13Forexcellentstudentswithspecialfinancialdifficulties,exceptforthework-studyfundandfinancialaid,tuitionfeescanbereducedwiththeapprovaloftheinstitute.Theinstitutewillsendtheapplicationtothefinancialdepartment.

第五章学费的退付

Chapter5Refundoftuitionfees

第十四条新生收到学院录取通知书和JW202表后因自身原因放弃入学或申请到其他院校就读的留学生，注册费和预交金不退。因大使馆拒签等不可控原因未能到校报到的留学生，学院按规定流程退还预交金（注册费不退）。

Article14AfterreceivingtheadmissionletterandJW202,ifthestudentsgiveupadmissionfortheirownreasonsorapplytoanothercollege,theregistrationfeeandprepaidexpensewillnotberefunded.Ifstudentsfailtoregisterresultingfromsomeuncontrollablereasonssuchastheembassyrefusal,theprepaidexpensewillberefundedinaccordancewiththeregulation(registrationfeeisnotrefundable).

第十五条留学生休学，暂停交纳学费，已经完成学费交纳的，不予退费，待留学生复学时，根据实际情况进行结算。

Article15Ifthestudentsuspendsfromschool,thetuitionpaymentshouldstop.Andifhe/shehasfinishedthepayment,thetuitionfeeswillnotberefunded.Whenthatstudentreturnstoschool,thetuitionfeesshallbepaidinaccordancewiththeregulation.

Article16Ifthestudentdropsoutortransferstoanothercollege,afterreceivingapprovalfromtheinstitute,tuitionfeeswillnotberefundedifhe/shehasstudiedoveronesemesterand50%ofthetuitionfeeswillberefundedifhe/shehasstudiedlessthanonesemester.Ifsomeofthefeeshastoberefunded,thatstudentshouldcooperatewiththefinancialdepartmenttosubmitrelevantrefundingmaterialsandhandletherefundingprocedure.

第十七条财务处审核留学生退费材料和手续无误后，应及时为其办理退费，应退费用直接退入留学生指定的本人银行账户中。

Article17Aftercheckingtherefundingmaterialsandprocedures,thefinancialdepartmentshallhandletherefundingintimeandtherefundedfeesshalldirectlydeposittothedesignatedbankaccountoftheforeignstudenthis/herown.

第六章欠费的认定与处理

Chapter6Identificationandhandlingofarrears

第十八条有以下情况者，视为拖欠学费：

Article18Thefollowingcircumstancesshallbedeemedasdefaultingthepaymentoftuitionfees:

Foreignstudentsfailtopayfullamountoftuitionfeesontimewithoutspecialreasons.

2.申请暂缓缴费的留学生超过承诺期限仍未足额缴清学费的。

第十九条对拖欠学费的留学生，按以下规定处理：

Article19Forthosestudentswhoareinarrearsoftuitionfees,theyshouldbetreatedasfollows:

TeachersinOverseasEducationInstituteshallstrengtheneducationandurgestudentstopayintime.Andthearrearsandtheregulationsofdefaultingpaymentshouldbeinformedtotheirparents.

2.不予办理学籍注册手续，已经注册的取消注册，已修课程不予确认，暂停其所上课程，直至学费缴清；

Thestudentstatusshallnotberegisteredorthosewhohavealreadyregisteredshallbecanceled,thecoursescompletedshallnotbeconfirmed,thecoursedshallbesuspendeduntiltuitionfeesarepaidinfull.

3.留学生满足毕业条件申请离校时，仍未缴清学费的，暂缓发放毕业证书，暂缓交予留学生档案。

第七章附则

Chapter7Supplementaryprovisions

第二十条本办法由海外教育学院负责解释，自颁布之日起施行。

留学生宗教活动管理办法

RegulationsonReligiousActivitiesofForeignersinCZILI(Trial)

第一条为规范留学生宗教活动，保障留学生宗教信仰自由，维护校园秩序和公共利益，依据《中华人民共和国宪法》《中华人民共和国治安管理处罚法》《中华人民共和国外国人宗教活动管理规定》等法律法规，特制定本规定。

第二条学院尊重留学生的民族习俗和宗教信仰自由。

Article2TheInstituterespectsthenationalcultureandfreedomofreligiousbeliefofforeignstudents.

第三条留学生可以在中国境内的寺院、清真寺、教堂等宗教活动场所参加宗教活动。

Article3Internationalstudentscanparticipateinreligiousactivitiesintempleorchurch,suchasmonasteries,mosques,andchurches.

第四条严禁在校园内及校园外非允许场所（本办法第三条以外场所）举行宗教仪式和宗教活动。

第五条严禁口头或利用网络制作、复制、发布宗教传播信息，严禁发放宗教宣传资料，严禁留学生公开或私自播放带有宗教宣传性质的光盘。

第六条以上情况一经发现将给予严重警告以上处分；构成违反外国人入境出境管理行为或者治安管理行为的，将给予开除学籍处分，并由公安机关依法进行处罚；构成犯罪的，由司法机关依法追究刑事责任。

Article7Internationalstudentsarenotallowedtotakeholidaysduringtherelevantreligiousfestivalsintheirowncountry,andstudentsarerequiredtoparticipateinthestudyandrelatedactivitiesasusual.

TheRulesofManagement

ofElectricBikesforForeignStudents

第一条为加强校园安全综合治理，维护校园稳定，切实保护师生人身安全，根据国家新出台《电动自行车安全技术规范》，经与保卫处会商，特制定此办法。

第二条电动自行车的标准

1、最高设计车速不超过25km/h；

2、整车质量(含电池)不超过55kg；

3、电机功率不超过400W、蓄电池标称电压不超过48V。

第三条电动自行车的安全使用

Thesafetyuseofelectricbikes:

1.不得私自改装或增加动力装置；

2.必须到公安机关实名登记上牌。

Studentscandriveelectricbikesonlywhenregisteringinpublicsecurityorganizationwithrealnamesandgettingelectricbikelicenses.

4.校园内驾驶电动自行车禁止鸣号，须减速慢行，注意避让行人，时速不得超过15km/h；

4.Whenstudentsdriveelectricbikesoncampus,alarmsandhornsshouldbeturnedoff.Driversshouldslowdownandgivewaytopedestrians.Thedrivingspeedisnomorethan15km/h.

5.电动自行车应在指定地点有序停放，不得在楼宇的公共通道及其它妨碍交通的地点停放；

5.Studentsshouldparktheelectricbikesorderlyatthenamedplace.Itisforbiddentoparkonthepublicpassageofbuildingsandotherplaceswherethetrafficmaybeblocked.

第四条严禁学生在校园内外驾驶摩托车、电动摩托车、电动轻便摩托车。

外国留学生突发事件应急处理预案

EmergencyContingencyPlanforForeignStudents

为有效预防、及时控制和消除留学生突发事件的危害，保障在校留学生身心健康和生命安全，维护正常的校园秩序，营造良好育人环境，根据高校安全工作的有关要求，结合本校实际，特制定本预案。

Inordertopreventeffectively,controlintimeandeliminatetheharmcausedbyemergenciesofforeignstudents,toensurephysicalandmentalhealthofforeignstudentsinthecollegeandlifesafety,tomaintainthenormalcampusorderandcreatethegoodeducationalenvironment,theplanisformulatedinaccordancewithpertinentrequirementsconcerningsafetyinhighereducationandinthelightofthespecificsituationoftheCollege.

一、本预案所称“留学生突发事件”主要是指危及留学生身心健康和生命安全的突发性意外事件，如留学生自杀、自残、自虐性事件，留学生离校出走或失踪事件，留学生打架或群殴事件，留学生重大失窃事件，留学生发生交通意外或其他重大恶性事故，留学生宿舍发生火灾事件，留学生突发性疾病、食物中毒或发生群体性流行疾病等事件。

Ⅰ.Theso-called“emergencyoftheforeignstudent”intheplanmainlyreferstotheemergencieswhichmayendangerphysicalandmentalhealthorthelifeofforeignstudents,e.g.suicide,self-mutilation,self-abuseofforeignstudents,runningawayfromtheCollegeordisappearanceofforeignstudents,fightingorgroupfisticuffsoftheforeignstudent,serioustheftoftheforeignstudent,trafficaccidentorotherseriousaccidentsincurredbyforeignstudents,fireinthedormitoryofforeignstudents,suddendiseaseofforeignstudents,foodpoisoningormassinfectiousdiseaseandetc..

二、本预案是学校处理留学生突发事件的主要依据。

Ⅱ.TheplanconstitutesthemajorbasisfortheCollegetohandletheemergencyoftheforeignstudent.

三、学校一旦发生留学生突发事件，应立即启动应急处理预案，全力投入突发事件的处理工作。

Ⅲ.IntheeventoftheforeignstudentemergencyintheCollege,theCollegeshallinitiatethecontingencyplanimmediatelyandbefullyinvolvedinhandlingtheemergency.

四、留学生突发事件应急处理原则

在留学生突发事件的处理方面要着手建立好预警制度、及时报告制度、先期处理制度、善后工作制度。遵循预防为主、常备不懈的方针，贯彻统一领导、分级负责、反应及时、措施果断的原则。

Ⅳ.Principlesinhandlingtheforeignstudentemergency

Withrespecttohandlingtheemergencyoftheforeignstudent,establishtheearly-warningsystem,timelyreportingsystem,preliminarytreatmentsystemandrehabilitationsystem.Adheretotheguidelineofpreventionfirstandunremittingpreparation,andimplementtheprinciplesofunifiedleadership,responsibilityatdifferentlevels,timelyresponseanddecisivemeasure.

五、学校成立留学生工作暨突留学生发事件应急指挥领导小组，由分管留学生工作的院领导任组长，具体成员由国际交流合作处（外事办、港澳台办）、党院办、教务处、宣传部、保卫处、学生工作处、团委、后勤管理处等部门的有关负责人组成。办公室设在国际交流合作处。

Ⅴ.Thecollegewillestablishthecontingencycommandleadershipteamfortheforeignstudentemergency,whichwillbeledbythecollegeleaderinchargeoftheforeignstudent,relevantpersonsinchargeinInternationalEducationSchool,PartyCommitteeOfficeandPublicityDepartment,SecurityDepartment,StudentAffairsOffice,YouthLeagueCommitteeOffice,LogisticsManagementDepartmentandsoonwillbemembersoftheteam.TheofficeissituatedintheInternationalEducationSchool.

留学生工作暨突留学生发事件应急指挥领导小组的主要职责：

Majorresponsibilitiesofthecontingencycommandleadershipteamfortheforeignstudentemergency:

1、了解和掌握留学生突发事件的情况，控制局面，阻止事态发展，并研究突发事件处理的具体策略；

Understandingandmasteringtheforeignstudentemergency,controllingthesituation,preventingthesituationfromgettingworse,andstudyingonspecificmeasurestodealwiththeemergency;

2、组织和指挥各方面力量处理突发事件，并及时将重大恶性突发事件向上级主管部门汇报；

Organizingandcommandingalltheforcestodealwiththeemergency,andreportingtothesuperiorcompetentdepartmenttheseriousemergencyintime;

3、密切配合医疗、防疫、公安等机构对事故的处理；

Closelycooperatingwithmedicalcare,epidemicprevention,publicsecurityandotherinstitutionstodealwiththeaccidents;

4、负责事件的调查和善后处理工作；

Investigationandrehabilitationoftheevent;

5、总结事件教训，提出整改措施。

六、留学生突发事件的应急处理

Ⅵ.Theforeignstudentemergencycontingency

1、留学生自杀、自残、自虐性事件的处理

Handlingtheforeignstudent’ssuicide,self-mutilationandself-abuse

(1)留学生发生自杀、自残、自虐性事件，知情人员除立即实施救治外，还应及时将情况报告班主任或辅导员；

Intheeventofsuicide,self-mutilationandself-abuseoftheforeignstudent,theinformedshallreporttheeventtotheteacherinchargeorthetutorbesidesconductingcureandtreatmentimmediately;

Uponbeinginformedoftheevent,theteacherinchargeorthetutorshallforthwithreporttotheleaderinchargeintheschool,andcometothesceneimmediately,organizethepeopletosendtheinjuredtothehospitaloftheCollegeortheurbanhospital;theschoolshallreporttheeventtothecontingencycommandleadershipteamwithin2hours;

(3)学院应及时将情况通知留学生家长及所在国使领馆，并做好家长和使领馆来校的接待和安抚工作；

Theschoolshallnotifytheembassyandparentsoftheforeignstudentpromptlyandbepreparedtoreceiveandconciliatetheforeignstudent’sparents;

(4)学校留学生工作暨突留学生发事件应急指挥领导小组立即组织有关职能部门开展调查，必要时应配合公安机关做好情况不明的案件的侦查工作。

2、留学生离校出走或失踪事件的处理

(1)留学生擅自离校后，知情人员应及时将情况报告班主任或辅导员；

(2)班主任或辅导员在获悉留学生擅自离校的情况后，应立即向学院分管领导汇报，并及时进行调查了解；对去向不明的留学生应立即组织查找，及时查明该留学生的去向；

3、留学生打架或群殴事件的处理

(1)留学生发生打架或群殴事件，知情人员应立即报告学校保卫处(校园110)，并及时将情况报告班主任或辅导员；

Intheeventoffightingorgroupfisticuffsofforeignstudents,theinformedshallimmediatelyreportittotheSecurityDepartmentoftheCollege(Campus110),andmeanwhilereporttheeventtotheteacherinchargeorthetutor;

Uponbeinginformedoftheevent,theSecurityDepartmentandtheteacherinchargeorthetutorshallimmediatelycometothesceneandtrytocontrolthesituationandpreventitfromgettingworse;intheeventofoccurrenceoftheinjured,organizethepeopletosendtheinjuredtothehospitaloftheCollegeortheurbanhospitalfortreatment;meanwhiletheteacherinchargeoftheclassorthetutorshallimmediatelyreportittotheleaderinchargeintheschool;

(3)学院应在获悉情况后2小时之内报告学校留学生工作暨突留学生发事件应急指挥领导小组；

Theschoolshallreporttheeventtothecontingencycommandleadershipteamfortheforeignstudentemergencywithin2hours;

(4)发生留学生伤亡的，学院应及时将情况通知留学生家长及所在国使领馆，并做好家长和使领馆来校的接待和安抚工作；

Intheeventofoccurrenceofinjuryordeathoftheforeignstudent,theschoolshallnotifytheembassyandparentsoftheforeignstudentpromptlyandbepreparedtoreceiveandconciliatetheforeignstudent’sparents;

(5)学校留学生工作暨突留学生发事件应急指挥领导小组将后果严重的留学生打架事件，在2小时之内向上级主管部门汇报；

Thecontingencycommandleadershipteamfortheforeignstudentemergencywillreporttothesuperiorcompetentdepartmentwithin2hoursfollowingtheoccurrenceofseriousfightingoftheforeignstudent;

(6)学院应积极配合有关部门开展调查取证工作，尽早向目击者了解事件的真实情况，及时查清突发事件的原因和经过；

(7)学院应立即提出整改措施，加强对留学生的思想教育。

4、留学生重大失窃事件的处理

Handlingserioustheftofforeignstudents

Intheeventofserioustheft,foreignstudentsshallreportthecasetotheSecurityDepartmentimmediatelyandmeanwhilereportittotheteacherinchargeoftheclassorthetutor;

(2)班主任或辅导员应立即采取应急措施，组织保护现场；

Theteacherinchargeoftheclassorthetutorshalltakecontingencymeasuresimmediatelyandorganizeprotectionofthescene;

(3)学校保卫处在接到留学生或老师的报案后，应立即组织人员到达现场进行勘察，同时向公安机关报案外，并应在2小时之内将情况及时向学校留学生工作暨突留学生发事件应急指挥领导小组汇报；

Uponreceivingthecasereportedbytheforeignstudentortheteacher,theSecurityDepartmentshallimmediatelyorganizepersonneltogotothesceneandconductinvestigation,andmeanwhilebesidesreportingthecasetopublicsecurity,reportthecasetothecontingencycommandleadershipteamfortheforeignstudentemergencywithin2hours;

(4)学校保卫处和学院应积极配合公安机关做好现场勘察和事件的调查工作。

5、留学生发生交通意外或其他重大恶性事故的处理

(3)学院应配合学校突发事件应急指挥领导小组和有关职能部门，做好留学生家长来校的接待和安抚工作。

Theschoolshallcooperatewiththecontingencycommandleadershipteamfortheemergencyandrelevantfunctionaldepartmentstobepreparedtoreceiveandconciliatetheembassyandparentsoftheforeignstudent.

6、留学生宿舍发生火灾等突发事件的处理

Handlingfireandotheremergenciesinthedormitoryofforeignstudents

(1)留学生宿舍发现火情后，应立即开展灭火，同时立即向留学生物业管理站和学校保卫处报告；

Intheeventofdiscoveryoffireinthedormitoryoftheforeignstudent,putoutthefireimmediately,andmeanwhilereportittotheforeignstudentPropertyManagementOfficeandtheSecurityDepartment;

Thepersonnelconcernedshallcometothesceneimmediatelyandassumetheirresponsibilities,dispersetheforeignstudents,shutoffthepowerandgas,accuratelyusethefireequipmenttoputoutthefire,conducttimelyrescueandstabilizethesituation.

(3)采取有效措施做好稳定人心、缓解情绪、查明原因、联系有关单位、减少损失和影响的工作；

Takeeffectivemeasurestoreassurethepublic,settheiremotionsatease,findoutthereason,contactrelevantunitsandreducedamageandtheinfluence;

(4)做好灾情记录和汇报，吸取经验教训，杜绝类似事件再次发生。

7、留学生突发性疾病、食物中毒或发生群体性流行疾病等事件的处理

(1)留学生突发性疾病、食物中毒或发生群体性流行疾病等事件，知情人员除立即实施简单救治外，还应及时将情况报告班主任或辅导员；

中国高等学校接收外国留学生管理规定

第一条为增进我国与世界各国人民之间的了解和友谊，促进高等学校的国际交流与合作，加强对接受和培养外国留学生工作的规范管理，根据《中华人民共和国教育法》、《中华人民共和国高等教育法》和《中华人民共和国外国人入境出境管理法》制定本规定。

第二条本规定所称高等学校，系指经教育部批准的实施全日制高等学历教育的普通高等学校；本规定所称外国留学生是指持外国护照在我国高等学校注册接受学历教育或非学历教育的外国公民。

第三条高等学校接受和培养外国留学生的工作，应当遵循“深化改革，加强管理，保证质量，积极稳妥发展”的方针。

第四条接受外国留学生的高等学校，应当具有必备的教学和生活条件，以及相应的教学科研水平和管理水平。

第二章管理体制

ChapterIIManagementsystem

第六条教育部统筹管理全国来华留学工作，负责制定接受外国留学生的方针、政策，归口管理“中国政府奖学金”，协调、指导各地区和学校接受外国留学生工作，并对各地区和学校的外国留学生管理工作和教育质量进行评估。教育部委托国家留学基金管理委员会负责国家计划内外国留学生的招生及具体管理工作。

第八条省、自治区、直辖市教育行政部门负责本地区高等学校接受外国留学生工作的协调管理。外事、公安等有关部门协助教育行政部门和高等学校做好外国留学生的管理工作。

第九条高等学校具体负责外国留学生的招生、教育教学及日常管理工作。学校应当有校级领导分管本校的外国留学生工作；学校应当根据有关规定建立外国留学生管理制度，并设有外国留学生事务的归口管理机构或管理人员。

第三章外国留学生的类别、招生和录取

ChapterIIIClassification,RecruitmentandEnrollmentofForeignStudents

第十条高等学校可以为外国留学生提供学历教育和非学历教育。接受学历教育的类别为：专科生、本科生、硕士研究生和博士研究生；接受非学历教育的类别为：进修生和研究学者。

Article10HighereducationinstitutionscanprovideForeignStudentswitheducationforacademicqualificationsandeducationfornon-academicqualifications.Highereducationforacademicqualificationsincludesspecialcourseeducation,regularcourseeducationandgraduateprogram.Highereducationfornon-academicqualificationsincludesadvancededucationandresearchprogram.

第十一条高等学校应当制定外国留学生招生办法，公布招生章程，按规定招收外国留学生。

第十二条高等学校招收外国留学生名额不受国家招生计划指标限制。

Article12ThenumberofForeignStudentstobeenrolledinhighereducationinstitutionisnotlimitedbythestate-plannedquota.

第十三条高等学校应当按照国家有关规定确定并公布对外国留学生的收费项目及收费标准，并以人民币计价收费。

Article13Thetuitionitemsandfeestandardscollectedbyhighereducationinstitutionsshallbeformulatedandpublicizedinaccordancewiththerelevantregulationsofthestate,andshallbecalculatedandcollectedinRenminbi.

第十四条高等学校接受外国留学生的专业应当是对外开放专业。为外国留学生单独设立新的学历教育专业，必须报教育部审批。

第十五条申请到我国高等学校学习、进修的外国公民，应当具备相应的资格并符合入学条件，有可靠的经济保证和在华事务担保人。

第十六条高等学校应当对申请来华学习者进行入学资格审查、考试或考核。录取标准由学校自行确定。对使用汉语接受学历教育者，应当进行汉语水平考试。

第十七条外国留学生的录取由高等学校决定。高等学校应当优先录取国家计划内招收的外国留学生；高等学校可以自行招收校际交流外国留学生和自费外国留学生。

第十八条高等学校可以接受由其他学校录取或转学的外国留学生，但应当事先征得原接受学校同意。

第四章奖学金制度

ChapterIVScholarshipSystem

第十九条中国政府为外国留学生来华学习设立“中国政府奖学金”。“中国政府奖学金”类别有：本科生奖学金、研究生奖学金和进修生奖学金等。教育部根据需要，设立其他专项研究或培训等奖学金。

第二十一条享受中国政府奖学金来华学习的外国留学生应当接受享受奖学金资格的年度评审。评审工作由高等学校按照有关规定进行。对未通过评审的外国留学生，将根据规定中止或取消其享受中国政府奖学金的资格。

第二十二条地方人民政府和高等学校可以根据需要单独或联合为外国留学生设立奖学金。中国和外国企业、事业组织、社会团体及其他社会组织和个人，经征得高等学校和省级教育主管部门同意，也可以为外国留学生设立奖学金，但不得附加不合理条件。

第五章教学管理

ChapterVTeachingmanagement

第二十三条高等学校应当根据学校统一的教学计划安排外国留学生的学习，并结合外国留学生的心理和文化特点开展教育教学活动。在确保教学质量的前提下，可以适当调整外国留学生的必修和选修课程。

第二十四条汉语和中国概况应当作为接受学历教育的外国留学生的必修课；政治理论应当作为学习哲学、政治学和经济学类专业的外国留学生的必修课，其他专业的外国留学生可以申请免修。

第二十五条汉语为高等学校培养外国留学生的基本教学语言。对汉语水平达不到专业学习要求的外国留学生，学校应当提供必要的汉语补习条件。高等学校可以根据条件为外国留学生开设使用英语等其他外国语言进行教学的专业课程。使用外语接受学历教育的外国留学生，毕业论文摘要应当用汉语撰写。

HighereducationinstitutionscanoffermajorcoursesinEnglishorotherforeignlanguagesforForeignStudentsinaccordancewithrealconditions.ForForeignStudentsreceivingacademicqualificationeducationinforeignlanguages,theyshouldwriteabstractforgraduationthesisinChinese.

第二十六条高等学校组织外国留学生进行教学实习和社会实践，应当按教学计划与在校的中国学生一起进行；但在选择实习或实践地点时，应当遵守有关涉外规定。

Article26WhenorganizingteachinginternshipandsocialpracticeforForeignStudents,thehighereducationinstitutionsshouldfollowtheteachingplanandletForeignStudentsjointheon-campusChinesestudentsfortheactivities.Theselectionofplacesfortheinternshiporpracticesshouldobserverelevantforeignaffairsregulations.

第二十七条高等学校应当根据教学需要，为外国留学生提供必要的学习条件。外国留学生在教学计划以外使用其他设备和获取其他资料，应当提出申请，由学校按照有关规定和程序审批。

Article27HighereducationinstitutionsshouldprovidenecessarystudysurroundingsforForeignStudentsinaccordancewithteachingrequirement.Whenusingextraequipmentorobtainingextramaterialsoutsidetheteachingplan,theForeignStudentsshouldofferapplicationandreceiveapprovalfromthehighereducationinstitutionsinaccordancewithrelevantrulesandprocedures.

第二十八条高等学校根据国家有关规定对外国留学生进行学籍管理。高等学校对外国留学生作勒令退学或开除学籍处分时，应当报省级教育行政部门备案；如受到上述处分者为国家计划内招收的外国留学生，学校还应当书面通知国家留学基金管理委员会。

第二十九条学校根据有关规定为外国留学生颁发毕业证书（结业证书、肄业证书）或写实性学业证明，为获得学位的外国留学生颁发学位证书。学校可以根据需要提供上述证书的外文翻译文本。

第六章校内管理

ChapterVIOn-CampusManagement

第三十条高等学校依照国家有关法律、法规和学校的规章制度对外国留学生进行教育和管理。学校应当教育外国留学生遵守我国的法律、法规及学校的规章制度和纪律，尊重我国的社会公德和风俗习惯。

Article30HighereducationinstitutionsshalllauncheducationandmanagementonForeignStudentsinaccordancewithrelevantStatelaws,rulesandinstitutionalregulations.TheinstitutionsshouldteachForeignStudentstoabidebyChineselawsandregulations,schoolrulesanddiscipline,andrespectsocialmorality,customsandhabitsinChina.

第三十一条高等学校一般不组织外国留学生参加政治性活动，但可以组织外国留学生自愿参加公益劳动等活动。

Article31HighereducationinstitutionsgenerallyarenotencouragedtoorganizeForeignStudentstotakepartinpoliticalactivities.However,theycanorganizeForeignStudentstojoinpublicwelfareactivitiesonavoluntarybasis.

第三十二条高等学校应当允许、鼓励外国留学生参加学校学生会组织举办的文体活动；外国留学生也可以自愿参加我国在重大节日举行的庆祝活动；在外国留学生比较集中的城市或地区，有关部门和学校应当为外国留学生举办有益于身心健康的文体活动。经学校批准，外国留学生可以在校内成立联谊团体，并在我国法律、法规规定的范围内活动，服从学校的领导和管理。外国留学生成立跨校、跨地区的组织，应当向中国政府主管部门申请。

Article32HighereducationinstitutionsshouldpermitandencourageForeignStudentstoattendentertainmentandsportsactivitiesorganizedbystudentsuniononthecampus.ForeignStudentscanalsoparticipateinthecelebrationgalasheldduringmajorChineseholidaysonavoluntarybasis.IncitiesandregionswhereForeignStudentsliveinconcentratedcommunity,thelocalcompetentdepartmentsandthehighereducationinstitutionsshallorganizephysicalandmentalfriendlyactivitiesfortheForeignStudents.

Uponpermissionfromthehighereducationinstitutions,ForeignStudentsmayformtheirownunionorganizationsonthecampus,whichshallconductactivitieswithinthescopesdefinedbyChineselawsandregulations,andaresubjecttotheleadershipandmanagementofthehighereducationinstitution.Whenestablishinginter-schoolorinter-regionorganizations,ForeignStudentsshouldapplytocompetentauthoritiesoftheChineseGovernmentforapproval.

第三十三条高等学校应当尊重外国留学生的民族习俗和宗教信仰，但不提供举行宗教仪式的场所。校内严禁进行传教及宗教聚会等活动。

Article33HighereducationinstitutionsshallrespectthenationalcustomsandreligiousfaithofForeignStudents,butareforbiddentoprovideplacesforreligiousrituals.Anymissionaryactivitiesandreligiousgatheringareforbiddenonthecampus.

第三十四条外国留学生经高等学校批准，可以在校内指定的地点和范围，举行庆祝本国重要传统节日的活动，但不得有反对、攻击其他国家的内容或违反公共道德的言行。

Article34Uponpermissionfromthehighereducationinstitution,ForeignStudentscanholdactivitiestocelebratetheirownmajortraditionalfestivalsatdesignatedplacesandwithinapprovedscopes.However,nocontentaimedatopposingandattackingothercountries,orwordsanddeedsviolatingpublicethicsareallowed.

第三十五条高等学校应当为外国留学生提供食宿等必要的生活服务设施，并根据有关规定建立和公布服务设施的使用管理制度。

Article35Highereducationinstitutionsshouldprovidenecessarydailylifeservicefacilities,includingboardingandlodging,forForeignStudents,formulateandpublicizetheoperationandmanagementsystemontheservicefacilities.

第三十六条外国留学生在校学习期间不得就业、经商，或从事其他经营性活动，但可以按学校规定参加勤工助学活动。

Article36ForeignStudentsarenotallowedtotakeupjobs,operatebusiness,orengageinotherbusiness-relatedactivitiesduringtheirstudyinChina.However,work-studyactivitiesinaccordancewithcollegerulesarepermitted.

第七章社会管理

ChapterVIISocialAdministration

第三十七条外国留学生的社会管理，由有关行政部门负责。高等学校应当配合有关行政部门，做好外国留学生的社会管理工作。

Article37RelevantadministrativedepartmentsareresponsibleforthesocialmanagementonForeignStudentsstudyingChina.HighereducationinstitutionsshouldcooperaterelevantadministrativedepartmentstohandlewellthesocialmanagementworkonForeignStudents.

第三十八条外国留学生可以在校外住宿，但应当按规定到居住地公安机关办理登记手续。

Article38ForeignStudentscanliveoutsideofthecampus,afterregistrationatthelocalpublicsecurityagenciesinaccordancewithrelevantrules.

第三十九条有关部门应当为外国留学生正常的学习和社会实践活动提供方便，收费标准应当与中国学生相同。

Article39RelevantdepartmentsshallprovideconveniencetoForeignStudentsfortheirnormalstudyandsocialpractices,offeringthesamechargestandardaswithChinesestudents.

第四十条外国留学生在我国境内进行出版、结社、集会、游行、示威等活动，应当遵守我国有关法律、法规的规定。外国留学生在我国境内进行宗教活动必须遵守《中华人民共和国境内外国人宗教活动的管理规定》。

第四十一条外国留学生携带、邮寄物品入出境，应当符合我国有关管理规定。

第八章入出境和居留手续

ChapterVIIIEntryandExit,andResidingProcedures

Article42ForeignStudentsgenerallyshouldtakeprivatepassports,XorFvisaswiththemtoregisterforstudyathighereducationinstitutions.ForthosewhoplantostudyinChinaformorethan6months,theycanapplyforXvisasfromChineseembasDIECsorconsulatesabroadandotherresidentagencies,bybringingtheVisaApplicationFormforAlienstoStudyinChina(formJW201orJW202),theAdmissionNoticefromtheinstitutionsandthePhysicalExaminationRecordofAliens.ForthosewhointendtostudyinChinaforlessthan6months,theycanapplyforFvisasbybringingtheVisaApplicationFormforAlienstoStudyinChina(formJW201orJW202)andAdmissionNoticefromtheinstitutions.ThosecomingtoChinaingroupsforshort-termstudycanapplyforFgroupvisaswiththeInvitationLettersorTelegramsfromtheauthorizedinstitutions.

Foreignaffairdepartmentandentry-exitdepartmentofthepublicsecuritybureausshallchecktheVisaApplicationFormforAlienstoStudyinChina(formJW201orJW202),AdmissionNoticefromtheinstitutionsandthePhysicalExaminationRecordofAlienswhendealingwiththeapplicationsoftheabove-saidpersonnel.

第四十四条外国留学生家属可以凭接受学校的邀请函，向我驻外使（领）馆申请“L”字签证来华陪读。公安机关出入境管理部门凭接受学校的公函，为外国留学生陪读家属办理签证延期，陪读家属在华停留期限不得超过外国留学生居留证的有效期限。

Article45ForeignStudentswhoarriveinChinaforstudyofmorethan6monthsshallgotothelocalhygieneandquarantineofficefortheconfirmationofthePhysicalExaminationRecordofAlienswithintherequiredperiod.ThosefailingtoprovidethePhysicalExaminationRecordofAliensshallhavephysicalcheckupatthelocalhygieneandquarantineoffices.Thosewhowereconfirmedtocarryentry-forbiddendiseasesbyChineselawsshallleaveChinaforhomeimmediately.

第四十六条持“X”签证入境的外国留学生必须在自入境之日起30日内，向当地公安机关出入境管理部门申请办理《外国人居留证》。在学期间，如居留证上填写的项目有变更，必须在10日内到当地公安机关出入境管理部门办理变更手续。

Article46ForeignStudentsholdingXvisastocometoChinamustapplyforResidenceCertificateattheentry-exitdepartmentofthelocalpublicsecuritybureauswithin30daysuponenteringtheChineseterritory.Duringthestudyperiod,anychangestotheitemsatResidenceCertificatemustundergomodificationprocedureattheentry-exitdepartmentofthelocalpublicsecuritybureauswithintendays.

第四十七条外国留学生转学至另一城市时，应当先在原居留地公安机关出入境管理部门办理迁出手续。到达迁入地后，必须于10日内到迁入地公安机关出入境管理部门办理迁入手续。

Article47ForeignStudents,whentransferringtoanothercityforstudy,mustfirstgototheentry-exitdepartmentofthelocalpublicsecuritybureautoapplyforamove-outformality.Uponarrivalatthetargetcity,theymustgototheentry-exitdepartmentofthelocalpublicsecuritybureautogothroughamove-informalitywithintendays.

第四十八条外国留学生在学期间临时出境，必须在出境前办理再入境手续。签证或居留证有效期满后仍需在华学习或停留的，必须在签证或居留证有效期满之前办理延期手续。

Article48ForeignStudents,whenundergoingatemporaryexitduringschooltime,mustapplyforare-entryformalitybeforeexit.ForthosewhointendforfurtherstudyorstayinChinaaftertheirvisasorresidencecertificatesexpire,theymustapplyforpostponementformalitybeforetheirvisasorresidencecertificatesexpire.

Article49ForeignStudentsmustexitwithinthescheduledtimeaftertheygraduatefromschool,winduptheirstudies,graduatewithoutadiploma,orquitschool.WhenForeignStudentswereorderedtoquitschoolordismissedofstudentstatusfromtheschoolroll,thehighereducationinstitutionsshouldinformtheentry-exitdepartmentofthelocalpublicsecuritybureauintime.Theentry-exitdepartmentofthelocalpublicsecuritybureauwilltakeovertheirResidenceCertificateforAliensorcurtailtheirstayperiodinChinainaccordancewiththelaw.

中华人民共和国境内外国人宗教活动管理规定

第一条为了保障中华人民共和国境内外国人的宗教信仰自由，维护社会公共利益，根据宪法，制定本规定。

第三条外国人可以在中国境内的寺院、宫观、清真寺、教堂等宗教活动场所参加宗教活动。经省、自治区、直辖市以上宗教团体的邀请，外国人可以在中国宗教活动场所讲经、讲道。

第五条外国人在中国境内，可以邀请中国宗教教职人员为其举行洗礼、婚礼、葬礼和道场法会等宗教仪式。

第六条外国人进入中国国境，可以携带本人自用的宗教印刷品、宗教音像制品和其他宗教用品；携带超出本人自用的宗教印刷品、宗教音像制品和其他宗教用品入境，按照中国海关的有关规定办理。

禁止携带有危害中国社会公共利益内容的宗教印刷品和宗教音像制品入境。

Article6ForeignerscanenterChinawithreligiouspressworksandaudio-videosproductsorotherreligiousarticlesforpersonaluse.ThingsforotherusemustbeapprovedbyCustomsinChina.ForeignersareforbiddentoenterChinawithreligiouspressworksandaudio-videosproductswhichcanjeopardizepublicinterestofChina.

第七条外国人在中国境内招收为培养宗教教职人员的留学人员或者到中国宗教院校留学和讲学，按照中国的有关规定办理。

Article7ItmustcomplywithChina’srelativepoliciesthatforeignersadmitandfosterChinesereligiouspersonnel,orstudyandhavelecturesinChinesereligiousschools.

第八条外国人在中国境内进行宗教活动，应当遵守中国的法律、法规，不得在中国境内成立宗教组织、设立宗教办事机构、设立宗教活动场所或者开办宗教院校，不得在中国公民中发展教徒、委任宗教教职人员和进行其他传教活动。

Article8ItmustcomplywithChina’slawsandrulesthatforeignerstakereligiousactivities.Itisforbiddenforthemtoestablishreligiousorganizationsorbodies,tomakeactivityspots,andtobuildreligiousschools.Itisforbiddenforthemtodevelopfollowers,tomissionclergymenortohaveotherspreadingreligiousactivities.

第九条外国人违反本规定进行宗教活动的，县级以上人民政府宗教事务部门和其他有关部门应当予以劝阻、制止；构成违反外国人入境出境管理行为或者治安管理行为的，由公安机关依法进行处罚；构成犯罪的，由司法机关依法追究刑事责任。

Article9TheadministrativesectionsoforaboveCountylevelshouldcorrectorterminateforeigners’religiousactivitiesagainstthisregulation.Thepublicsecurityorganspenalizebythelawthoseactivitiesagainsttheentryregulationorpublicsecurityregulation.Thejudicialauthoritiesgivecriminalsanctionstothosecriminalactivities.

第十条外国组织在中华人民共和国境内的宗教活动适用本规定。

Article10ThisregulationisapplicabletothereligiousactivitiesheldbyforeignorganizationsinChina

第十一条侨居国外的中国公民在中国境内，台湾居民在大陆，香港、澳门居民在内地进行宗教活动，参照本规定执行。

Article11WhentakingreligiousactivitiesinChinaforChinesecitizensresidingabroadoronthemainlandforresidentsfromTaiwanProvince,orinhinterlandforresidentsfromHangKongorMacao,theymustabidebythisregulation.

第十二条本规定由国务院宗教事务部门负责解释。

Article12Theregulationisexplainedbythereligion-administrativedepartmentoftheStateCouncil.

第十三条本规定自发布之日起施行。

Article13Thisregulationhasitseffectsonthedateofitspromulgation.
