ThecitywillstrivetodecreaseitsannualPM2.5concentration,aswellasitsaveragethree-yeardensityofairborneparticles,byfocusingeffortsonthreemajorpollutionculprits—diesel-poweredtrucks,kicked-updustandvolatileorganiccompounds—theBeijingEcologicalEnvironmentBureausaidonFeb19.
Itsaidgreatereffortswillbemadetoimproveairqualitythroughbetter,moredetailedmanagementofpollutionsourcesinwhatit’scallingthe1MicrogramCampaign,whichunderscorestheincreasingdifficultyofreducingPM2.5densitybyevenasinglemicrogram.
Thethree-yearaveragemetricwasintroducedtohelpreducetheskewingofdataduetometeorologicalconditionsandshowhowthepublic’seffortscontributetooverallimprovements,thebureausaid.
TheplanwasannouncedasBeijingsawitsPM2.5densitydropbyabout12percentyear-on-yearto51microgramspercubicmeterlastyear-5mcg/cumlowerthanthetargetsetinthe13thFive-YearPlan(2016-20).InJanuary,however,thedensityincreasedalmost53percentyear-on-yearto52mcg/cum.Theauthoritieshaveyettoexplaintheincrease.
Tomovethe1MicrogramCampaignforward,Beijingauthoritieswillspeeduprestrictionsondiesel-poweredtrucksandeventuallyphaseoutobsoleteones.Anonlinemonitoringsystemforheavy-dutytruckswillbeaccelerated,undertheplan,whichalsosaidthatallconstructionsiteswillbeequippedwithvideomonitoringsystemstohelpthecitycontrolairbornedust.
Mobilesourcescontributed45percentoflocallygeneratedPM2.5inBeijing,withdieseltrucksthetopculprit.Kicked-updustcameinsecondat16percent,accordingtothebureau’sanalysisofpollutionsourcesin2018.
OfficialshavestressedthatitwillbeincreasinglydifficultforBeijingtofurtherimproveitsairquality,especiallysincethecapitalhasalreadyrolledoutallmajormeasurescapableofachievingquickresults.Thisincludes,forexample,theshiftfromcoaltocleanenergyforheating.
LiuBingjiang,headofairqualitymanagementattheMinistryofEcologyandEnvironment,toldanewsconferencelastmonththat“itwillbethebiggestvictoryforBeijingifitcouldsafeguardthePM2.5densityof51mcg/cum”thisyear.
Healsowarnedofthepossibilitythatthedensitywillincreaseifunfavorablemeteorologicalconditionsareinplay.
TheministrysaidaveragePM2.5densityfromOctobertoJanuaryinthe28majorcitiesintheBeijing-Tianjin-Hebeiprovinceclusterincreasedby6.7percentyear-on-yearto80mcg/cum.DespitetheincreaseinJanuary,thePM2.5concentrationinBeijingduringtheperiodwasstillthelowestinthecluster.
Itaddedthat,comparedwithlastyear,meteorologicalconditionsintheclusterwillbelessfavorableforpollutantdispersalthismonthandinMarch,thoughconditionsareclosetothe10-yearaverage.
ModeratetoheavyairpollutionwillsettleintotheclusterandtheFenheandWeiheplains,mostlyinShanxiandShaanxiprovinces,fromFeb20toFeb24becauseofunfavorablemeteorologicalconditions,thesettingofffireworksforLanternFestivalonFeb19,andresumptionofindustrialactivitiesaftertheSpringFestivalholidaybreak,itsaid.
