ChinaCustomswillprovideall-roundqualityservicesfortheSeventhChinaInternationalImportExpoof2024(hereinafterreferredtoas“CIIE”)andcarryoutsupervisiononinboundandoutboundmaterialsoftheCIIEpursuanttolawsandregulations,includingtheCustomsLawofthePeople’sRepublicofChina,theLawofthePeople’sRepublicofChinaonImportandExportCommodityInspection,theLawofthePeople’sRepublicofChinaontheEntryandExitAnimalandPlantQuarantine,theFrontierHealthandQuarantineLawofthePeople’sRepublicofChina,theFoodSafetyLawofthePeople’sRepublicofChina,andtheRegulationsofthePeople’sRepublicofChinaonImportandExportDuties.
DuringtheCIIE,theCustomswilldesignateofficerstoprovideconsultingserviceinthecomprehensiveserviceareaoftheNationalExhibitionandConventionCenter(Shanghai).
FortemporarilyimportedexhibitsfortheCIIE,NationalExhibitionandConventionCenter(Shanghai)Co.,Ltd.(hereinafterreferredtoas“NECC”)providestheguaranteefordutyandtaxpayabletoShanghaiCustoms.OverseasexhibitorsortheirentrustedDesignatedOfficialForwardersshallsubmittotheCustomstheCertificationforImportGoodsfortheSeventhChinaInternationalImportExpoof2024(Annex1)andtheListofImportGoodsfortheSeventhChinaInternationalImportExpoof2024(Annex2)issuedbytheNECC,insteadofprovidingguaranteeforeachtransaction.
I.Registration
TheNECCregisterswiththeCustomsinadvancethroughthe“SingleWindow”.Themodeof“one-offregistrationandsubmittingthelistbybatch”willbeadoptedwhenhandlingcustomsformalitiestoguaranteethequickcustomsclearanceforCIIEmaterials.
II.ApprovalandEntryofExhibits
Exhibitorsshallsubmitanapplicationbeforetheentryofanimals,plantsandtheirproductsandspecialarticles(listedinAnnex3),whicharesubjecttoquarantineapproval.SuchexhibitscanenterChinaonlyafterapprovalbytheCustoms.
TheexhibitsshallmeettherequirementsoftheRestrictionListforInspectionandQuarantineduringtheSeventhChinaInternationalImportExpoof2024(Annex4,hereinafterreferredtoasRestrictionList)andtheProhibitionListforInspectionandQuarantineduringtheSeventhChinaInternationalImportExpoof2024(Annex5,hereinafterreferredtoasProhibitionList).
III.DeclarationofImportedMaterials
TheintegratedcustomsclearancewillbeadoptedfortheCIIE’stemporarilyimportedgoods,wheretheNECCoritsauthorizedDesignatedOfficialForwarderlodgesdeclarationwithShanghaiCustomsbeforeportCustomsinspectsandreleasesthegoods.RegardinginboundmaterialsfortheCIIEthroughothertradingmodes,overseasexhibitorsortheiragentsshallcompletecustomsformalitiesaccordingtotheexistingregulations.
ConcerningthetemporarilyimportedgoodsfortheCIIE,whichareundertheitemsofATACarnet,competentCustomswillconductthecheckandendorsement,andtheexpirationdateofre-exportationshallbethesameasthatoftheATACarnet.
IV.InspectionandReleaseofExhibits
EntryexhibitsoftheCIIEaresubjecttoinspectionandquarantineinaccordancewithregulations.TheNECCoritsauthorizedDesignatedOfficialForwardershallsubmittheapplicationtotheCustomsintheeventthatexhibitsneedtobeinspectedon-siteattheexhibitionhallinexceptionalcases,andsuchexhibitscanbetransportedtotheexhibitionhallforon-siteinspectionafterapprovaloftheCustoms.TheNECCshalloffernecessaryoffices,inspectionfacilities,etc.TheCustomsconductinginspectionshallreleasetheexhibitsiftheresultispositive.
V.SupervisionduringtheCIIE
DuringtheCIIE,theCustomswilldesignateofficersforon-sitesupervisionpursuanttolaws.TheNECC,DesignatedOfficialForwarders,andexhibitorsshallfollowtheadministrativeregulationsoftheCustomsondisplayandsaleofexhibits,andcooperatewiththeCustomsforthesupervisionmeasures
VI.DisposalofExhibits
(I)ConsumptionoftheArticlesUsedforCIIE
TheNECCshouldurgetheexhibitorstosubmitthewrittenreportonconsumptionforecasttotheCustomsinadvance,andspecifythepurpose(fortrial,taste,ordistribution)andquantity(withinareasonablelimitthatmatchesthescaleoftheevent)ofexhibits.Forarticlestobetried,tasted,anddistributed,theexhibitorsshallprovidetheconformitycertificatesthatmeettherequirements(officialcertificatesofthecountryoftheexhibitor/thethird-partytestingreports/self-checkconformityreportsoftheexhibitor/conformitystatementsoftheexhibitor).
TheCustomswill,inlinewithactualconditions,checkandverifythequantityandtotalvalueofthefollowingimportarticlesusedfortheCIIE.Iftheyarewithinareasonablerange,tariff,value-addedtaxandexcisewillbeexemptedaccordingtorelevantregulations.
1.Smallsamples(excludingalcoholicbeverage,tobacco,andfuel)inexhibitions,includingimportedfoodorbeveragesampleswithoriginalpackagingormadeofbulkrawmaterialsimportedduringtheCIIE,shallmeetthefollowingrequirements:
(1)TheyshallbeofferedbyexhibitorsforfreeduringtheCIIE,whichareexclusiveforvisitorstouseorconsume;
(2)Thesamplesfeaturelowunitpriceandareusedforadvertisement;
(3)Theyshallnotbeusedforcommercialpurposes,withtheirunitcapacityobviouslysmallerthanthatofthesmallestretailpackaging;
(4)Foodandbeveragesampleswhichareactuallyconsumedintheactivitiesalthoughtheyhavenotbeendistributedinaccordancewiththepackagingrequirementsof(3)underthisterm.
2.Materialsconsumedordamagedduringthedemonstrationofexhibitedmachineordevice;
3.Low-valuegoodsconsumedforsettinganddecoratingthetemporarybooth;
4.RelevantpublicitymaterialsdistributedtovisitorsforfreeduringtheCIIE;
5.Files,formsandotherdocumentsusedfortheCIIE.
ThepartexceedingthelimitedimportquantityofCIIE-usedarticleslistedinTerm1shallbetaxedpursuanttolaws;unusedorunconsumedpartsofthoselistedinTerm2,3and4shallbere-exported,orimportedinlinewithregulations.
(II)SaleaftertheCIIE
FortheremainingexhibitsforsaleaftertheCIIE,theNECCoritsentrustedDesignatedOfficialForwardershall,pursuanttorelevantcustomsregulations,beresponsibleforCustomsimportclearance.Wheretheadministrationofpermissionsandcertificatesareinvolved,relevantpermissionsandcertificatesshallbeobtainedbeforethesale.
Iftheinboundexhibitsareallowedtobelistedinthecross-bordere-commerceretailimportgoods,andenterthespecialcontrolareaorbondedlogisticscenter(typeB)(hereinafterreferredtoas"theAreaortheCenter")registeredintheCustomsaftertheexhibition,theycanbesoldinaccordancewiththecross-bordere-commerceonlineshoppingbondedretailimportgoodsmodeifeligible.
(III)Re-exportation
ThetemporarilyimportedexhibitsfortheCIIEshallbere-exportedwithintheperiodprovidedbytheCustoms.
ForthetemporarilyimportedCIIEexhibitsnotusingATACarnet,aftertheyaretransportedintotheCustomsspecialcontrolareaandbondedsupervisionsite(exhibitedautomobilesshallbetransportedintotheCustomsspecialcontrolareaandbondedsupervisionsiteentitledofvehiclebondedwarehousingbusiness)aftertheCIIE,thetemporaryimportdeclarationshallbewrittenoffsubsequenttorelevantcustomsformalities.
(IV)ExtensionofExhibits
TheextensionprocedureshallbeprocessedatShanghaiCustomspursuanttoregulationsintheeventoftheextensionnecessityfortemporarilyimportedexhibitsoftheCIIEtobere-exported.
(V)BondedExhibitionandTrade
AftertheenterprisesintheAreaortheCentersubmittheguaranteeforbondedgoods,theycanbetransportedtothehallsoftheCIIEoutsidetheAreaortheCenterfordisplayandsale.
VII.Journalists’RecordingEquipment
ForthetemporaryimportofrecordingequipmentbroughtbyjournalistsintotheCIIE,CustomsclearanceproceduresshallbehandledinaccordancewithrelevantAnnouncements(i.e.No.104of2008,No.19of2009andNo.31of2009)issuedbytheGeneralAdministrationofCustoms.
ForinboundandoutboundmaterialsfortheCIIEwhichfailtocomplywithcustomsformalitiesasrequired,theCustomsshalltakeactionsinaccordancewithrelevantlawsandregulations.
MattersnotspecifiedinthisNoticeshallbehandledinaccordancewithrelevantlawsandregulations.
