1978年罗应玖退伍后，就回到老家恩施清江电影院工作。

渐渐地，他拯救了越来越多的动物，并把它们养在电影院附近。这吸引了很多喜欢动物的观众注意。

1986年，他在电影院的广场上开设了动物展览，在电影院管理层的支持下，半天就吸引了100多名参观者。
In1989,thelocalgovernmentinvitedLuotoopenazoowithhiswildanimalsandpromisedthattheoperationmodelwouldbeprivatelyownedandsubsidizedbytheauthorities.Theyoffered20,000yuantobuildthezoo,andLuo,hischildrenandtheanimalsmovedthere.
1989年，当地政府邀请罗应玖开办野生动物园，承诺经营模式为私人所有，由政府补贴。他们提供2万元修建动物园，罗应玖和他的孩子们还有动物们都搬到了这里。

罗应玖说，当地政府每年的补贴约为2千元，但是自1993年以来，这份钱就没有了。1994年罗应玖向政府申请寻求公众帮助，但始终无人问津。

他生活俭朴，三餐简单，从不外出就餐，有时还捡空瓶子卖以支撑动物园的运营。但是他对动物们很慷慨，由于近年来物价上涨，动物园每天的食物费用约为400元。

罗应玖说他的无私是从军时代沿袭下来的。他于1964年参军，1968年成为中共党员。准备退伍时，上级告诉他要为人民做好事。

他说：“我在军队所受的教育是不可磨灭的。对于一个党员来说，最重要的是把集体利益放在个人利益之上。”

罗应玖自己住在动物园，早上5点多起床，检查动物状况，清理围栏，去市场买饲料，然后在门口安顿下来迎接游客。

晚上，他观察动物情况并把它们的食物和水填满，甚至在凌晨2点左右起床照顾年长的动物。

他有一只熊叫乖乖，意思就是“宝贝”，是对孩子们常见的昵称。

乖乖在动物园生活19年了。罗应玖第一次看到这只熊时，它缺了一只熊掌，于是他花了3000块钱买了乖乖。在中国，买卖熊掌是违法的，熊掌曾被用作珍稀菜肴和中药的原料。

罗应玖前段日子从杂货市场救了两只沙獾，一个月后，这两只沙獾似乎被他的坚持喂养所感动。过去，它们总是躲得远远的，而现在，每当罗应玖带来食物，它们便会上前迎接。

今年1月起，罗应玖22岁的孙女罗巍开始在网上发布他照顾这些动物的短视频，希望提高动物园的知名度，让人们更好地了解爷爷的工作。

他的女儿一直帮助他打理动物园，直到2008年，33岁的她因先天性心脏病去世。他还记得女儿临走时说：“我不能陪你了，爸爸你不要把动物园搞垮了。”
