第二届“福建师范大学海外英才论坛”定于2019年5月12-15日举办，旨在为海内外英才搭建高水平的学术交流平台。诚邀全球英才来校交流学术、考察环境、加强合作，共同推动福建师范大学“双一流”建设。
二、学科领域
人文社科领域：教育学、心理学、经济学、法学、哲学、马克思主义理论、中国语言文学、文化产业、汉语国际教育、外国语言文学、新闻传播学、历史学、图书档案学、公共管理、旅游管理、政治学、体育学、音乐与舞蹈学、美术学等。
自然科学领域：数学、统计学、计算机科学与技术、网络空间安全、软件工程、物理学、光学工程、电气自动化、信息与通信工程、电子科学与技术、化学、化学工程与技术、材料学、环境科学与工程、地理学、生态学、生物学、生物医学工程、食品科学与工程等。
论坛于2019年5月12日（星期日）—5月15日（星期三）在福州举行。具体安排如下：
5月12日，报到；
5月13日-14日，参加学校主论坛、学院分论坛、讲座报告、交流参观等；
5月15日，离会。

2.2019年4月22日前，学校向受邀人才发送邀请函。
四、申报条件和待遇
（一）申报条件
1.具有良好的思想政治素质，恪守高校师德行为规范和学术道德规范等职业道德规范。
2.具有博士学位，自然科学、工程技术领域申请人不超过40周岁，人文社会科学领域申请人不超过50岁，且具备以下条件之一：
（2）具备或接近申报国家长江学者（青年项目）、万人计划青年拔尖人才、国家优秀青年基金项目人选等国家“四青”人才或福建省引才“百人计划”等省部级人才项目条件者。
（二）引进待遇
1.对入选国家“四青人才”项目者，学校提供年薪：50-60万元，购房补贴（含安家费）200万元，科研经费100-400万元。
2.对进入国家“四青人才”项目会评答辩但未入选者和入选福建省引才“百人计划”者，学校提供年薪：30-40万元，购房补贴（含安家费）100万元，科研经费50-200万元。
3.对未入选相应人才项目者，经学校与个人双方协商，可按学校引进政策（“宝琛计划”中青年人才支持计划项目）或“一人一策”方式予以引进。
以上经费均指人民币、含税，不含国家、福建省配套经费以及学校高端成果奖励。根据实际情况，在专业技术职务评聘、博导遴选等方面给予优先考虑，子女可按政策就读福建师范大学附属中小学、幼儿园。
五、食宿与交通
学校统一安排食宿（免费）；受邀参加论坛的英才自订机票，学校为参会学者提供交通费用，旅费按经济舱凭票报销，海外学者每人往返最高不超过15000元人民币，国内学者每人往返最高不超过5000元人民币。
论坛期间受邀开设学术报告的，学校给予相应报酬。

IV.RegistrationConditionsandTreatment
(I)RegistrationConditions(OneoftheFollowingConditions)
1.Theapplicantsshouldhaveideologicalandpoliticalquality,sticktoteachers’professionalethics,academiccodeofethicsandothercodesofprofessionalethics.
2.Theapplicantsshouldhaveadoctoraldegree,andthoseinthefieldsofnaturalscienceandengineeringtechnologyshouldbenomorethan40yearsoldandthoseinthefieldofhumanitiesandsocialsciencesnomorethan50yearsold,andtheyshouldmeetoneofthefollowingrequirements:
(1)Theoutstandingyoungtalentswhohaveadoctoraldegreefromawell-knownuniversityabroadorhaveanoverseasstudyorworkexperienceofmorethanthreeyears,haveattainedachievementsinrelatedfieldsandhaveacertaindegreeofacademicinfluenceandgooddevelopmentpotential.
(2)Thescholarswhoareentitledornearlyentitledtoapplyforthestate-leveltalentprograms,liketheChangJiangScholarProgram(youngscholars),10,000TalentsPlanforexcellentyoungtalentsandcandidatesfortheNationalScienceFundforExcellentYoungScholars(theabove-mentionedcontentsarereferredtoasthe“fouryoungtalentsprograms”),ortheprovincialandministerial-leveltalentprograms,likethe“100TalentsPlan”ofFujianProvince.
(II)IntroducingTreatment
1.FNUwillprovidescientificresearchfundsofCNY1million–4million、housingsubsidies（includingsetting-inallowance）ofCNY2millionandannualsalaryCNY500,000-600,000forthescholarswhohavebeenselectedto“Fouryoungtalentsprograms”.
2.FNUwillprovideresearchfundsofCNY1millionandhousingsubsidies（includingsetting-inallowance）ofCNY1millionforthescholarswhohaveenteredtheplea，butnotbeenselectedinto“Fouryoungtalentsprograms”，orthescholarswhohavebeenselectedintotheattractingtalentsprogram-“100TalentsPlan”ofFujianProvince.
3.Theuniversitywillprovide:
(1)AnnualsalaryofCNY500,000–600,000,housingsubsidies(includingsettling-inallowance)ofCNY2million,andscientificresearchfundsofCNY1-4millionforthescholarswhohavebeenselectedtothe“fouryoungtalentsprograms”.
(2)AnnualsalaryofCNY300,000–400,000,housingsubsidies(includingsettling-inallowance)ofCNY1million,andscientificresearchfundsofCNY500,000-2millionforthescholarswhohavepassedtheassessmentdefenseforthenational“fouryoungtalentsprograms”,butnotbeenselectedandthescholarswhohavebeenselectedtothe“100TalentsPlan”ofFujianProvince.
(3)Thescholars,whoarenotselectedtotherelatedtalentprograms,canbeintroducedinaccordancewiththeintroducingpoliciesoftheuniversity(“BaochenPlan”–theplanningprogramforsupportingmiddle-agedandyoungtalents)orthemethod“onepolicyforoneperson”aftermutualnegotiationbetweentheuniversityandthescholar.
TheabovefundsareindicatedinCNYandtaxinclusive,whichdonotincludenationalfunds、provincialfundsandtheachievementawardofteachingresearchofFNU.Basedonthefacts,priorityshallbegivenforevaluationandemploymentofprofessionaltitlesfortheprofessionalskills,andtheirchildrencouldattendtheAffiliatedKindergarten，theAffiliatedPrimarySchoolandtheAffiliatedHighSchoolofFNU.
V.AccommodationandTransportation
FNUwillprovideaccommodationandtransportationfeeforthescholarsuniformly.Theattendeesshallbooktheround-tripairlineticketsbythemselvesandFNUwillreimbursetravelexpensesinlinewitheconomyclassaftertheforum.Tobespecific,theexpensesreimbursedshouldbenomorethanCNY15,000/personforoverseasscholarsandnomorethanCNY5,000/personfordomesticscholars.
Thescholars,whoareinvitedtopresenttheacademicreportsduringtheforum,willbepaidbytheuniversityaccordingly.
