BureaucratizationofAdhocracyOrganization:ACaseStudyofOrganizationalChangesintheUrbanizationoftheCityAinChina
Abstract:Adhocracyorganizationsarebornoutofspecifictasksandareadhocandchangeableinnature.Thekeyissueofthispaperiswhatfactorsleadtothechoiceandchangeoforganizationalformsinthetaskprocess.Usingacasestudyapproach,thisarticleexaminestheorganizationalformsadoptedbyCityAtoadvancetheurbanizationtaskovera20-year-longtaskcycle:traditionalbureaucracy,adhocracy,andadhocracybureaucratization.Intheory,thetaskistakenastheexplanatoryperspective,andthevertical,horizontalanddynamicattributesofthetaskarespecificallydefinedtoexplaintheorganizationalchangesbythecombinationofthetaskattributes'changes.Thisarticlearguesthatadhocracyorganizationsarethegovernment'sorganizationalresponsetotaskincentives,taskcomplexity,andnewtasks,whichisthecoredrivingforcebehindtheevolutionofbureaucracyinChinasincethereformandopeningup.
