粮食安全和食品安全是两个既相互关联又各有侧重的概念.从社会经济发展的角度梳理了粮食安全和食品安全的核心主题,分析了二者之间的逻辑关系.粮食安全问题起源于食物匮乏,食品安全问题则产生于食物中有害物质的存在,它们是人类社会演进的不同阶段面临的两个历史性难题.当今的市场经济体系、农业技术、产业政策大大缓解了饥饿问题,但生产者对高产量和低成本的追求,有可能对食品安全带来不利影响.
Foodsecurityissimilartofoodsafetyfromliteralmeaning,buttheirfocusesaredissimilar.Thepaperdiscussestheirkeytopicsandlogicrelationshipfromtheperspectiveofsocialeconomicevolution.Theissueoffoodsecuritystemsfromthesituationoffoodshortage,butrationalityoffoodsafetyisthattherearemoreandmorehazardfactorsinfood.Theyarebothdifficultproblemsthatthesocietyhastofaceduringthedifferentdevelopmentperiods.Today,marketeconomysystem,agriculturaltechnology,andindustrialpolicyhavemitigatedthesituationoffoodshortagedramatically,however,themeasuresofpursuingmoreoutputandlowercostmaybringnegativeeffectonfoodquality.
